City Council Work Session Minutes Jacksonville, Alabama October 23, 2023 The Council oft the City ofJacksonville, Alabama, met on October 23, 2023, at 6:00 p.m. in the Municipal Court Room oft the Public Safety Complex, 911 Public Safety Drive SW, Jacksonville, Alabama for a Regular Work Session. Council President Tony Taylor called the meeting to order at 6:00 p.m. The following Council Members were present: Coty Galloway, Andrew Green, Sherry Laster, and Terry Wilson. Mayor Johnny Smith, City Attorney Richard Rhea, City Administrator Albertha Grant, and City Clerk Brenda Long were present. ACCEPTANCE OF MINUTES. No changes to minutes. KIWIBOT DISCUSSION. The Council had an extensive discussion on the areas of concern with the KiwiBot's crossing the highways, not having adequate sidewalks and right-of-way for them to operate outside Jacksonville State University. Police ChiefMarcus Wood stated it may be possible in the future for them to expand outside the University, but at this time he COUNCIL MEETING DISCUSSIONTIME Council President Taylor gave options for changing the times of the meetings. City Clerk Brenda Long presented the Council with a draft agenda and minutes showing what it would look like if they place the Work Session within the Council Meeting. This would allow the invocation, pledge, and proctamationsreogntions to be handled at the beginning oft the meeting, followed by the Work Session as the next item, and then voting on all business. This change would have to be approved through an Ordinance. After approval, the Ordinançe would be printed in the paper, placed on the website and social media, and posted at all departments within the city to ensure notice is given to the citizens. The Council would like to move forward with placing the Work Session within the Council Meeting with an effective date of January 8, 2024. BANNERS FOR PUBLICSQUARE. Janis Burns gave an update on the banners and cost for them. Suggested purchasing one season (10 banners) to see how they hold up. Jacksonville State University will use the same company and purchase 10 with their design. Each pole on does not recommend it. The Council decided not to allow at this time. the square with alternate between City of. Jacksonville and JSU. ANY OTHER BUSINESS. Council Member Galloway: Requested moving forward with the committee for generating more revenue within the city. Council had a discussion and agreed to Terry Wilson, Andrew Green, Police ChiefMarcus Wood, and Fire Chief Keith Kadleto move forward with discussions on how to generate more revenue. Council Member Green: Asked for an update on things with the Calhoun County Commissioner Lee Patterson. City is up to date and will be on the agenda. Council Member Wilson: Eastwood Committee should have a final cost for the Eastwood project soon; will meet and discuss options for the project. Tim Smith gave his suggestions and also let the Council know their options. The Council requested he bring quotes to the next meeting.
