McLaughlin led the Pledge of Allegiance. APPROVAL OF TOWN COUNCIL, AGENDA Councilmember Gill made a motion to approve the Town Council Agenda for June 3, 2024 with the addition of Ordinance 2024-06-03-03. Councilmember Johnson seconded the motion. Mayor Perkins, declared motion passed unanimously. APPROVAL OF MINUTES Councilmember Gill made a motion to approve regular council meeting minutes from May 20, 2024. Councilmember Johnson seconded thei motion. Mayor Perkins, declared motion passed unanimously. APPROVALOF INVOICES The Town Clerk/Treasurer presented the invoices. Councilmember Johnson made ai motion to approve all: invoices as submitted. Councilmember Dates seconded the motion. The motion passed by voice vote with Councilmember Gill abstaining. Mayor Perkins, declared motion passed PUBLIC HEARING None PROCLAMATIONS BY THE MAYOR - None REQUESTS TO ADDRESS THE COUNCIL -1 None DEPARTMENT AND COMMITTEE REPORTS: Police: Chief Smith was presented and updated the council on happenings with the Police Department. Chief spoke on their plans for "National Day Out" and National Child ID cards. He also Chief Smith, along with the entire Police Department, honored Mayor Perkins for his recent retirement and acknowledged his accomplishments with the Shelby County School System. They presented him spoke on the need fori improvements at thel PD Station. with aj plaque and expressed their appreciation for ajob well done. Cemetery Beverly Johnson informed the Council the Cemetery Committee met on Saturday, June 1st. Shej presented topics that were discussed and stated they will meet again soon to confirm certain OLDI RUNESS/AESOLITONIONS/OADNANCIS/ORDERS and OTHER BUSINESS- 1. Resolution 2024-06-03-01 - Approving or denying Community Center Floor project Councilmember Gill: made ai motion to approve. Resolution 2024-06-03-01 to move forward with a quote from Diamond Coatings for and acid stain and seal for the floors at the community center. Councilmember Johnson seconded the motion. The motion passed by unanimous voice vote. Mayor NEW USNES/RESOLITIONS/ORDNANCES/ORDERS and OTHER BUSINESS changes. Perkins declared the same 1. Ordinance 2024-06-03-01 - To approve or a deny a Moratorium for the Town of Harpersville recommended by the Harpersville Planning and Zoning Board Councilmember Gill made ai motion to approve Ordinance 2024-06-03-01 to approve al Moratorium for the TownofHarperville. Ordinance 2024-06-03-02 - To approve or deny the Floodplain Ordinance recommended by FEMA and the Harpersville Planning and Zoning Board Milton Warnock reviewed the negative effects that would occur should the council choose not to adopt this ordinance. He informed the council hei removed overreaching language and condensed the ordinance Councilmember Gill made a motion to approve Ordinance 2024-06-03-02 to adopt the Flood Plain Ordinance. Councilmember Carter seconded the motion. The motion passed by unanimous voice vote. 4. Item added to agenda - Ordinance 2024-06-03-03 - To accept Annexation for parcel 077360 Councilmember Carter made a motion to hear the annexation presented by Judie Swain and Richard Fair. Councilmember Dates seconded the motion. Motion passed by unanimous voice vote. Mayor Councilmember Gill made ai motion to approve Ordinance 2024-06-03-03 to annex parcel identified as 077360000007.000. Councilmember Dates seconded the motion. The motion passed by unanimous as much as possible as required by FEMA.
