RECORD OF ATTENDANCE The following elected officials were present: Mayor Theoangelo Perkins Councilmember Janet Gill Councilmember Martin Dates Councilmember William Carter Councilmember Beverly Johnson Councilmember Shelia Rich Mayor Perkins, stated a quorum of the Town Council was present. APPROVAL OF TOWN COUNCIL AGENDA Councilmember Gill made ai motion to approve the Town Council Agenda for April 15, 2024 as written. Councimember Rich seconded the motion. Mayor Perkins, declared: motion passed unanimously. 1 APPROVAL OF MINUTES Councilmember Johnson made ai motion to approvei regular council meeting minutes from April 1,2024. Councilmember Rich seconded the motion. Mayor Perkins, declared motion passed unanimously. APPROVAL OF INVOICES The Town Clerk/Treasurer presented the invoices. Councilmember Rich made a motion to approve all invoices as submitted. Councilmember Johnson seconded the motion. The motion passed by voice vote with Councilmember Gill abstaining. Mayor Perkins, declared: motion passed PUBLIC HEARING - None PROCLAMATIONS BY THE MAYOR - None REQUESTS TO ADDRESS THE COUNCIL - None DEPARTMENT AND COMMITTEE REPORTS: Police Chiefs Smith gave al briefu update as it relates to thel Police Department. He reviewed call numbers for March 2024 and updated the Council on his personnel status. Chief Smith also spoke on the interviewee, Timothy Dennis, sharing his thoughts with the Council and recommended him for hire. Librarian, Marsh Moore, presented the Library reports from March 2024. OLDB BISNEBS/NEBOLITONONS/OADNANCIS/ORDERS and OTHER BUSINESS-NONE NEW BUSINESS/R RESOLUTIONS. / ORDINANCES, / ORDERS and OTHER BUSINESS 1. Resolution 2024-04-15-01 - Authorizing the renewal for Business License. Administration contract and Business License Dscovery/Recovery contract with. Avenue Councimember Gill made a motion to pass Resolution 2024-04-15-01 to renew the contract with Avenue. Councilmember Carter seconded the motion. By voice vote, motion passed. Mayor Perkins declared the same. 2. Resolution 2024-04-15-02 - Setting fee schedule for Annual Operating Permit related to ORD. No. 212016 Councilmember Gill made a motion to pass Resolution 2024-04-15-02 to set the fee for the annual operating permit at $100.00 per year. Councilmember Dates seconded the motion. By voice vote, motion passed. Mayor Perkins declared the same 3. Resolution 2024-04-15-03- To approve the hiring ofTimothy Dennis for full time police officer with the Town of Harpersville Police Department Councilmember Dates made ai motion to pass Resolution 2024-04-15-03 tol hire' Timothy Dennis for full time officer with the Harpersville Police Department. Councilmember Rich seconded the motion. By voice vote, motion passed. Mayor Perkins declared the same. 2 COUNCIL AND PUBLIC COMMENTS 1. Chief Smith encouraged citizens toj join the Police Department on' Tuesday and' Thursdays (weather permitting) from 5:00 pm - 6:00pm at the Harpersville Park. This Health and Wellness program was created to get out and our bodies moving. They run, walk, jog -just out 2. David Sanders wanted to share his experience with a few funeral services the past week. He wanted to express his gratitude for passer byers as they slowed down or even place their trucks in neutral as they passed a funeral in progress. He said it was good to know there are still there having a good time and enjoying the company. individuals who show their respect for these events and families. PUBLIC ANNOUNCEMENTS 1.
