Mayor Pro Tempore, Janet Gill, called the meeting to order at 5:32 p.m. Police ChiefT.E. Smith led RECORD OF ATTENDANCE The following elected officials were present: Councilmember Janet Gill Councilmember Martin Dates Councilmember William Carter Councilmember Beverly Johnson Councilmember Shelia Rich Mayor Tem Pore, Janet Gill, stated a quorum oft the Town Council was present. APPROVALOF1 TOWN COUNCIL AGENDA Councilmember Carter made a motion to approve the Town Council Agenda for March 18, 2024 as written. Councilmember Dates seconded the motion. Mayor Tem Pore, Janet Gill, declared motion passed unanimously. APPROVAL OF MINUTES Councilmember Dates made a motion to approve regular council meeting minutes from March 4, 2024. Councilmember Johnson seconded the motion. Mayor Tem Pore, Janet Gill, declared motion passed unanimously. APPROVAL OF INVOICES The Town Clerk/Treasurer presented the invoices. Councilmember Rich made a motion to approve all invoices as submitted. Councilmember Dates seconded the motion. The motion passed by voice vote with Councilmember Gill abstaining. Mayor Tem Pore, Janet Gill, declared motion passed PUBLIC HEARING-I None PROCLAMATIONS BY THE MAYOR - None REQUESTS TO ADDRESS THE COUNCIL - None DEPARTMENT AND COMMITTEE REPORTS: Police Chief Smith gave a brief update as iti relates to thel Police Department. He reviewed the reporting documents from February 2024. Chief Smith informed the council the Police Department was awarded $6,000.00 from the FOP grant allowing the department to purchase six body armor vest for full time police officers. Chiefcontinued to give al briefupdate as it pertains to the police department. OLD ISNESS/AESOLUTION/ORDNANCES/ORDERS and OTHER BUSINESS 1. Ordinance 2024-02-05-02 - Vacation of residential address 37 Jackson Street from Jackson Council Member Carter made a motion to take no action on Jackson Street. Council Member Dates seconded thei motion. By unanimous voice vote, Mayor' Tem Pore, Janet Gill, declared thei motion passed NEW BUSINESS /RESOLUTIONS/ORDINANCES. /C ORDERS and OTHER BUSINESS Street. and no action was taken. 1.1 Resolution 2024-03-18-01 - to appoint a voting delegate and alternate(s) for the Alabama League ofMunicipalities Annual Convention on. May 15-17,2024, in Huntsville, Alabama. Council Member Rich made a motion to table Resolution 2024-03-18-01 until the next scheduled meeting. Council Member Carter seconded the motion. Mayor Tem Pore, Janet Gill, declared motion passed unanimously. 2. Resolution 2024-03-18-02- -1 to surplus a 2014 Ford' Taurus VIN ending 1842 Council Member Carter madeamotion to pass Resolution 2024-03-18-02 to surplus a 20141 Ford' Taurus. Council Member Dates seconded the motion. Mayor Tem Pore, Janet Gill, declared motion passed unanimously. 3. Resolution 2024-03-18-03 - To approve the hiring of part time police officer(s) for the Council Member Rich made a motion to approve hiring three part time police officers for the Harpersville Police Department. New Hires to include: Caleb Retting, Brady McLaughlin, and James Tucker. Council Member Dates seconded the motion. Mayor Tem Pore, Janet Gill, declared motion Harpersville Police Department passed unanimously. 2 4. Resolution 2024-03-18-04 - Inl honor of. Judge H.L. "Sonny" Conwill Council Member Johnson made a motion to accept Resolution 2024-03-18-04 in Honor of. Judge H.L. "Sonny" Conwill. Council Member Rich seconded the motion. Mayor Tem Pore, Janet Gill, declared motion passed unanimously. 5. Swearing-In Ceremony and Signing of Oath of Office - Morris "Bo" Shaw, Municipal Morris "Bo" Shaw was sworn in as Municipal Judge ofthe Town ofHarpersville, Alabama. Mayor Pro Judge Tempore Janet Gill administered the Oath ofOffice. COUNCIL AND PUBLIC COMMENTS 1. Council Member Gill provided al brief update on Resolution 2024-03-04-03, mentioning her presentation oft the Resolution at the County Commission Meeting. She expressed satisfaction with the Commission's positive response and their communication with the property owner. Gill assured that Harpersville would remain vigilant and take appropriate actions as necessary. PUBLIC ANNOUNCEMENIS 1. The next meeting of the Harpersville Town Council will be held at The Harpersville Community Center with a Work Session on Monday, April 1, 2024 at 5:00pm., with the 2.
