Police Chief, T.E. Smith, led the Pledge of Allegiance. Mayor Perkins called the meeting to order at 5:34 p.m. Town Librarian, Marsha Moore, led the RECORD OF ATTENDANCE The following elected officials were present: Mayor Theoangelo Perkins Councilmember Janet Gill Councilmember Martin Dates Councilmember William Carter Councilmember Beverly Johnson Councilmember Shelia Rich Mayor Perkins stated a quorum oft the' Town Council was present. APPROVALOF TOWN COUNCIL AGENDA Councilmember Carter made a motion to approve the Town Council Agenda for March 4, 2024 as written. Councilmember Rich seconded the motion. Mayor Perkins declared motion passed unanimously. APPROVAL OF MINUTES Councilmember Johnson made ai motion to approve regular council meeting minutes from February 20, 2024. Councilmember Gill seconded the motion. Mayor Perkins declared motion passed unanimously. APPROVAL OF INVOICES The Town Clerk/Treasurer presented the invoices. Councilmember Rich made ai motion to approve all invoices as submitted. Councilmember Dates seconded the motion. The motion passed by voice vote with Councilmember Gill abstaining. Mayor Perkins declared motion passed PUBLIC HEARING -] None PROCLAMATIONS BY THE MAYOR -] None REQUESTS TO ADDRESS THE COUNCIL - None DEPARTMENT AND COMMITTEE REPORTS: Police Chief Smith gave al brief update as it relates to the Police Department. He informed the Council the department has acquired two Chevy Tahoe's using the allotted funds for this specific purpose. He stated the department has successfully submitted all necessary documents for the grant funding ofbody armor. Chief explained the health and wellness program the department will be launching. ChiefALSO updated the council regarding the department's status in terms of personnel as well as an update regarding surplus vehicles. Chief further discussed various other topics the department will be involved OLD BUSNESS/AESOLITION/ORDNANCES/ORDES and OTHER BUSINESS in. 1. Ordinance 2024-02-05-02 Vacation of residential address 37 Jackson Street from Jackson Council Member Gill: made ai motion to table Ordinance to continue researching. Council Member Rich seconded the motion. By unanimous voice vote, Mayor Perkins declared the motion passed. NEW BUSINESS/RESOLUITIOS/ORDINANCIS. /ORDERS and OTHER BUSINESS Street. 1. Resolution 2024-03-04-01 - Entering into a contract for Cleaning Service Councilmember Gill made a1 motion to approve entering into a contract with Hometown Cleaning, LLC for bi-weekly cleaning services. Councilmember Rich seconded the motion. The motion passed by unanimous voice vote. Mayor Perkins declared motion passed 2. Resolution 2024-03-04-02-To: approve or deny the' Town's Donation to ClasTran Councilmember Gill made a motion to approve the donation to ClasTran. Councilmember Carter seconded the motion. The motion passed by unanimous voice vote. Mayor Perkins declared motion passed 3. Item removed from agenda - Swearing-In Ceremony and Signing of Oath of Office = Morris "Bo" Shaw, Municipal Judge 2 4. Resolution 2024-03-04-03 -Opposing construction of the proposed "Breakaway Pointe Transitional Program" near the TownofHarpersville Councilmember Gill read the resolution aloud and followed with a motion to accept Resolution 2024- 03-04-03 and suggested taking the executed copy to the next County Commission meeting in Columbiana, AL. Councilmember Carter seconded the motion. The: motion passed by unanimous voice vote. Mayor Perkins declared: motion passed 5. Resolution 2024-03-04-04 - In honor ofTroy Datcher Councilmember Johnson made ai motion to accept Resolution 2024-03-04-04 in Honor ofTroy Datcher. Councilmember Gill seconded thei motion. The motion passed by unanimous voice vote. Mayor Perkins declared motion passed 6. Ordinance 2024-03-04-01 - Land Exchange - Chatham Investment Properties, LLC Councilmember Gill: made ai motion to hear Ordinance 2024-03-04-01 and for the Council to officially vote during tonight'smeeting. Councilmember Dates seconded thei motion. The motion passed by Councilmember Gill made ai motion to accept Ordinance 2024-03-04-01 for thel land exchange with Chatham Investment Properties, LLC. Councilmember Carter seconded the motion. Mayor Perkins unanimous voice vote. Mayor Perkins declared: motion passed called foraroll call vote.
