Date: Time: Place: Present: February 20, 2024 5:30j p.m. Harpersville Community Center Mayor Theoangelo Perkins Councilmember Janet Gill Councilmember Martin Dates Councilmember William Carter Councilmember Beverly Johnson Councilmember Shelia Rich CALLTO ORDER, INVOCATION AND PLEDGE OF ALLEGIANCE Mayor Perkins called the meeting to order at 5:34 p.m. Councilmember Janet Gill led the invocation. Mayor Perkins led the Pledge of Allegiance. RECORDOF. ATTENDANCE The following elected officials were present: Mayor Theoangelo Perkins Councilmember Janet Gill Councilmember Martin Dates Councilmember William Carter Councilmember Beverly Johnson Councilmember Shelia Rich Mayor Perkins stated a quorum oft the' Town Council was present. APPROVAL OF TOWN COUNCIL AGENDA Councilmember Gill made a motion to approve the Town Council Agenda February 20, 2024 with the addition to discuss the need for time clocks listed under new business. Councilmember Dates seconded the motion. Mayor Perkins declared motion passed unanimously. APPROVAL OF MINUTES Councilmember Johnson made a motion to approve regular council meeting minutes from February 05, 2024. Councilmember Gill seconded the motion. Mayor Perkins declared motion passed unanimously. APPROVALOF INVOICES The Town Clerk/Treasurer presented the invoices ready to be paid. Councilmember Johnson made a motion to approve all invoices as submitted. Councilmember Rich seconded the motion. The motion passed by voice vote with Councilmember Gill abstaining. Mayor Perkins declared motion passed PUBLIC HEARING-None PROCLAMATIONS BY THE MAYOR - None REQUESTS TO. ADDRESS THE COUNCIL -] None DEPARTMENT AND COMMITTEE REPORTS: OLD] RUSNESS/RESOLUTOANS: /ORDINANCES /ORDERS and OTHER BUSINESS 1. Ordinance 2024-02-05-02 - Vacation of residential address 37 Jackson Street from Jackson Council Member Gill made a motion to table Ordinance for researching purposes. Council Member Carter seconded the: motion. By unanimous voice vote, Mayor Perkins declared the motion passed. NEW BUSNESS/RESOLTIONS/ORDNANCES, /ORDERS and OTHER BUSINESS- 1. Ordinance 2024-02-20-01 - Setting license fee for the Land Disturbance Permit Street. Councilmember Gill: made ar motion to set thel Land Disturbance Permit Fee at $300.00. Council Member Dates seconded the motion. By unanimous voice vote, Mayor Perkins declared the motion passed. 2. Item removed from agenda - Swearing-In Ceremony and Signing of Oath of Office - Morris "Bo" Shaw, Municipal Judge 3. Time Keeping System for Town Employees Council Member Carter made a motion to grant the permission to the Town Clerk to research time keeping systems along with pricing and bring back before the council in upcoming meetings. Council Member Gill seconded thei motion. By unanimous voice vote, Mayor Perkins declared thei motion passed 1. Mayor Perkins read aloud a letter provided by Town Attorney Josh Arnold. The purpose oft the Executive Session is to discuss the consideration the government body is willing to offer or accept when considering the purchase, sale, exchange, lease, or market value of real property. Town Attorney Josh Arnold, by letter, stated the purpose of tonight's Executive Session is appropriate under Section 36-25A-7(a)(1), Code of Alabama 1975, as amended. An motion was made by Councilmember Johnson to enter into an Executive Session oft the Town Council for the stated purpose. Said motion was seconded by Councimember Dates. By unanimous voice vote, Mayor Perkins declared the: motion passed. Executive session commenced at 5:41 p.m. 2 Councilmember Gill moved to adjourn the Executive Session. Said motion was seconded by Councilmember Carter. The motion passed unanimously by voice vote of those members present and the Executive Session was adjourned at 6:00 p.m. Mayor Perkins called the council meeting back to order at 6:01 p.m. COUNCIL AND PUBLIC COMMENTS 1. Leigh Hunt had to opportunity to address the council and the public on a discovery she made regarding the old Dixie Flea Malll located on Highway 25 in unincorporated Shelby County. She expressed concerns with the plans for the property becoming ai rehabilitation facility for newly released prisoners. Mrs. Hunt along with Mayor Perkins confirmed Shelby County has determined no permits have been requested for development on the property. Afterwards Mayor Perkins thanked her for being here and for sharing her concerns. He stated the office has been in contact with Shelby County and Harpersville will stay in the know regarding this issue. PUBLIC. ANNOUNCEMENTS 2. Thei next meeting ofthel Harpersville' Town Council willl bel held at The Harpersville Community Center with a Work Session on Monday, March 4, 2024 at 5:00pm., with the regular Council 3. The next meeting oft the Harpersville Water Board will bel held at the Harpersville Community Center with a Work Session on Monday, March 11, 2024 at 4:30 p.m., with a regular board 4. The next meeting of the Harpersville Planning and Zoning Board will be held at The Harpersville Community Center on Monday, March 18, 2024 at 6:15p.m. 5.
