Chairman David Sanders called the meeting to order at 6:15PM. Invocation was led by Sherry MAY BE. ADDED, REMOVED OR CONSIDERED OUT OF ORDER CALLTOORDER AND INVOCATION McGinnis. Board Member Paul Brooks made the motion to approve the agenda as written. Board Member Della Pender seconded the motion. Thei motion passed unanimously by voice vote ofa all those present. Chairman Sanders declared the same passed. APPROVAL OF MINUTES Approval oft the. April 15, 2024 Planning and Zoning Minutes. Board Member Martin Dates made the motion to approve the board minutes as written. Board Member Paul Brooks seconded the motion. The motion passed unanimously by voice vote ofall those present. Chairman David Sanders declared the same passed. Continued... PUBLIC HEARING 1. Discussion of moratorium for new developments The meeting entered Public Hearing at 6:19pm. Mayor Perkins moved to enter into Public Hearing. Board member Dates seconded the motion. Rex Chilton requested to address the board on the matter. He shared his thoughts surrounding resources, roads, educations, and infrastructure. He encouraged thel board study these areas before approving any new developments within our jurisdiction. Mayor Perkins responded to some ofMr. Chilton's concerns Karen Delimater shared hert thoughts on previous developments and areas of concerns. Bent Owens, Town Attorney, was present and shared his legal opinion on moratoriums. Moratoriums must be put in place for a particular purposed and a reasonable length of time. Mr. Owens suggested one year would be a reasonable amount oft time and can be amended at the end Mayor Perkins reiterated thei moratorium is appropriate. and necessary. This time willl be designated Ben Watson shared his thoughts on what can be done to help with infrastructure and cost. He suggested the board consider feei increases for developers.. He cautioned thel board not to shut down developments for the sake ofr not having infrastructure and put those cost on these developers. He noted that when other towns begin to implement moratoriums, they are often bypassed, causing Mayor Perkins agreed with Mr. Watson and stated this time is needed to review topics such as fee of that year ift the Town deems necessary. to: reflect on the recent growth and review our standards for developers. surrounding cities to grow while they are. left behind. increases. Board member Pender seconded the motion. By unanimous voice vote, Public Hearing adjourned at Mayor Perkins proposed a one-year moratorium on developments within the' Town of Harpersville's jurisdiction, restricting new developments in all zones except. A1, including high- density areas such as RG homes. Board member Martin Dates seconded thei motion. By unanimous voice vote, motion passed with Chairman Sanders declaring the same. Proposal will go before the Town Council during the next regular scheduled meeting. 6:47pm and regular meeting commenced. REQUEST TO ADDRESS' THE BOARD - None OLD BUSINESS 1. Town Engineer Milton Warnock introduced a new Floodplain Ordinance for Milton reiterated the floodplain ordinance requested by FEMA. Hei reminded the board he simplified the language as much as possible to meet FEMA'sI requirements. Mr. Warnock shared the adoption of this ordinance was voluntary but there are adverse effects on the ability to secure floodplain insurance and keep that insurance. Milton shared those restrictions with thel board. Dale Glasscock moved to adopt the proposed Floodplain Ordinance as it's been restructured by the' Town Engineer. Board member Martin Dates seconded the motion. By unanimous voice consideration ofthel P & Z: Board. vote, motion passed with Chairman Sanders declaring the same. NEW BUSINESS- 1. Update Zoning map corrections Chairman Sanders informed the board there are several imperfections with the zoning map that are not in accordance with our zoning ordinance. A list was provided ofe each business parcel that is out of classification. Mr. Sanders stated we plan to reach out to these businesses to inform them of this rezoning process. Item will remain a topic on upcoming agendas. ANNOUNCEMENIS 1.
