OLD BUSINESS 1.1 Discussion ofl Moratorium for new development Town Attorney Bent Owens attended thei meeting and presented a draft resolution concerning a moratorium for the Town. Hej provided legal insights to thel board. After a1 thorough discussion on the advantages and drawbacks oft thei resolution, the board decided to amend the resolution Board Member Dale Glasscock made ai motion to send the Resolution to public hearing at the next scheduled meeting, May 20, 2024. Board Member Earl Kidd seconded the motion. Motion 2. Town Engineer Milton Warnock introduced ai new. Floodplain Ordinance for Milton Warnock was present and discussed more: information related to the Floodplain Ordinance. He mentioned that the Town Clerk had informed him about a document regarding floodplains received by her office. Mr. Warnock stated he reviewed the document and condensed the language to include only important information required by FEMA, which was: included in the Board's packet. Addressing a previous question about the document's source, Milton stated he confirmed with the Town Clerk minutes before the meeting that it was provided by Corey Garyotis, State NFIP Coordinator with ADECA. Milton requested the Clerk to forward the original email to the board for review. He suggested tabling the Resolution until the next meeting and: recommended that the board review the email. The board discussed the potential benefits and/or impacts of not passing the Resolution. It was decided to table tol Resolution and bring it and schedule it for public hearing on May 20th. passed by majority voice vote.
