Acknowledgement of Executive Session: Solicitor Shultis stated that there was an executive session Wednesday, May 22, 2024 prior to this meeting from 6:301 PM to 7:00 PM involving the following items to recite the Pledge of Allegiance followed by a moment of silence. Council member Mr. Fuentes was noti in attendance. under Sections 708a (4) & (5) of the Sunshine Act: Library Update Public Comment Rental Registration & Inspection Ordinance Tom Allison, 265 Valley Drive: Mr. Allison spoke in opposition to the proposed rental registration and inspection ordinance for reasons of anticipated increase in cost to the taxpayers. He questioned the needf for owner occupied residences tol be inspected, since there are safety issues not being addressed Dan Moul, 45 Sandy Court: Mr. Moul stated that the financial aspects for the proposed rental registration and inspection ordinance are unknown at this point and citizens have a right to know what the costs willl be. He believes that costs will be passed along to the tenants he stated his opposition to Barry Brashears, 700 Moul Avenue: Mr. Brashears has been a landlord for over 34 years. He noted various increases in utility bills and other costs. Life is hard and costs are high for young and old alike and he is concerned that costs from the proposed rental registration and inspection ordinance will be Arthur J. Becker, Jr.. Esquire, 529 Carlisle Street: Mr. Becker stated that he represents numerous landlords and taxpayers who are opposed to the enactment of the proposed rental registration and inspection ordinance. He noted that inspections are now currently free. He stated that only a low percent of residential rentals are in need ofi inspections. He questioned the enforcement of the current ordinance. He criticized the financial logistics and lack of a business plan for the proposed ordinance. Mr. Becker suggested thati inspections should only be performed when there are three (3) or more code Glenn Bange, 1281 Honda Road: Mr. Bange is a landlord in the Borough. He stated his opposition to the proposed rental registration and inspection ordinance for financial and logistical reasons. He questioned the need for a license for all properties, versus one license for each landlord. Robert Holt, 513 High Street: Mr. Holt stated his opposition to the boat rentals at Long Arm Dam. He feels the watershed should remain undisturbed. He believes that the boat rental building should have been built further back from the water. He asked for more transparency and increased public Isaac Riston, 36W. Hanover Street: Mr. Riston stated that it is time to respond to the needs of this community by passing the rental registration and inspection ordinance. Many municipalities have already passed similar ordinances. There is evidence that residential rental inspections are necessary to ensure: safe habitable residences for tenants. He stated many court cases that support the need for residential rental registration andi inspection ordinances. Hanover Borough Council Minutes, May 22, 2024, Page 2 PRELIMINARY MATTERS & OFFICERS' REPORTS Public Comment Aaron Seidel, 327 West Elm Avenue: Mr. Seidel spoke in support of the proposed rental registration and inspection ordinance. Mr. Seidel commented how it was odd that no tenants spoke yet at this meeting. He noted that this is a typical ordinance passed by many other municipalities and supported the efforts to pass the ordinance. He asked for more transparency in notifications to the public. Philip Redding, 230 Stock Street: Mr. Redding was critical that costs have not yet been determined for the proposed rental registration and inspection ordinance. He supported the idea of tenants having the ability to register themselves. He would like to see the business plan before the ordinance is passed. Mr. Redding was concerned that the enforcement oft the ordinance would displace tenants causing an increase in homelessness. Mr. Redding emphasized his lack of support for the proposed ordinance as written. President Reichart thanked all of the citizens for their comments. MAYOR'S REPORT- Mayor Whitman reported the April highlights: 4-4: I'spent the afternoon with Washington Elementary 3rd and 4th graders for Career Day where talked with them about our local government and what all I do as mayor. It was great to see their enthusiasm. Hanover 4-6: Itook part in opening day ceremonies for the! Hanover Little League by presenting a proclamation and then throwing the first pitch. This year for thei first time they will be able tol have night games with the installation of sports lighting fixtures and poles generously donated by Burkentine Real Estate, Gettle Inc. and Capital Electric 4-19: Hannover, Germany cyclist, Andreas Beneke, made a point to visit our town named after his home town during his year long cycling trek through every continent. Hel literally left his house on his bike andi is traveling by himself with whatever he can carry on his bike. Retired Fire Commissioner, James Roth and Wayne Bollinger gave us a very informative history tour of the Greater Hanover Area Fire Museum. Andreas also exchanged police patches with Chief Martin and Lt. Bunty. Mr. Beneke is a prosecutor for his profession and his brother is ap police officer. Later, we enjoyed the hospitality of Dolphin & Anchor Brew Pub. Some members of the! Hanover Cyclers came out to chat with Andreas while! he enjoyed his firstt taste of ap pretzel beer. The German cyclist has 4-20: Manager Lewis and I attended the Volunteer Firefighters and Fire Commissioners swearing in ceremony 4-24: The annual Arbor Day celebration was held at Guthrie Memorial Library hosted by the Hanover Garden Club. I presented a proclamation to State Forester, Matt Kern, as part of our Tree City USA certification. The children enjoyed learning about the importance of trees, a tree planting demonstration, and story time. Each preschooler received a tree sapling to take home and plant. That afternoon, Hanover Borough staff, the public works crew and employees from Hanover Auto Team planted several trees on York Street along with a 'Tree City' sign near the planting location. Thank yout to Hanover Auto Team for their generous donation for everyone 4-26: The Hanover Exchange Club heldt their 24th Annual Evening of Comedy and Magic where I presented a proclamation to help bring awareness to Child Abuse Prevention. Child Abuse prevention and education in the Yorka and Adams County areas is one ofther missions fort the Exchange Club. Itv was ane entertaining event enjoyed 4-30: Manager Lewis and I attended the annual YMCA Dinner where we honored exceptional people, looked back on the achievements of 2023 and marked fifty-five years of service to the Hanover community. Congratulations to everyone and we look forward to allt that is coming in 2024 with the YMCA expansion. She stated that her house is adjacent to the property. She presented a petition at that hearing with 13 signatures with residents that do not approve of the project due to parking and snow removal. Her petition was not Mrs. Funk was present at the Zoning Board meeting, and she asked for clarification of "party status" Mr. Reichart stated that while Council cannot address a matter regarding the Zoning Hearing Board, he Isaac Riston, 36 West Hanover Street: Mr. Riston thanked the six (6) Council members who voted in favor of the Rental Registration and Inspection Ordinance, after many years of debate.
