He reported the state has requested the City follow a uniform method to provide and receive mutual aid from other municipalities in the event City Attorney Obos read Resolution 24-15 Statewide Mutual. Aid Agreement by title only. He noted formerly just the counties entered into the Statewide Mutual Aid Agreement and now all cities will log in to the state portal to request aid and reimbursement for aid. He noted having all cities use City incurred to clean 525 Bayou Ave. in the amount of $3,626.73. only. 2. Resolution 24-15 - Statewide Mutual Aid Agreement of a disaster. the state portal will streamline the process. Request to Close City Hall on July 5, 2024 Motion by Commissioner Griffis to approve the lot split for 913 Bonnie Dr. Motion seconded by Mayor Hammond read the agenda item listed. He reported on June 24, 2024, Governor DeSantis declared July 5, 2024, as an official paid day off for all state employees in addition to the July 4, 2024, Independence Day Holiday. He asked the City Commission if they would like to close City Commissioner Kennington stated his employer Gulf Coast Hospital received the same notice and gave all hospital employees the additional day off. He recommended the City do the same. Motion by Commissioner Kennington to close City Hall on July 5th, 2024, and give all employees an additional paid day off for the July 4, 2024, Independence Day Holiday. Mayor Hammond announced this concluded the Regular Agenda. VII. MAYOR'S REPORT AND COMMISSIONERS COMMENTS Mayor Hammond reported City Staff is getting closer to finalizing the budget numbers and strongly encouraged the commissioners get with Finance Director Beth Strobel to go over the proposed Mayor Hammond announced the Public Works Department, and the Fire Department will be holding a cookout for all. employees on Wednesday, July 3, 2024, at 11:30am at City Hall. He Mayor Hammond concluded he still did not have a start date for the City Complex or Civic Center construction yet. He reported FL Commerce had delayed approval again for the Civic Center pending a separate environmental assessment for that project. He told the City Commission as budget. PUBLIC PARTICIPATION Mayor Hammond asked if there were any comments from the public. Anthianette Sims of 519 Bayou Ave. told the City Commission she had purchased a lot at 519 Bayou Ave. She stated she had asked to participate in the Mayor's City Program to have the property cleaned and was told she did not qualify. Ms. Sims reported she hired a contractor to clear the property and once it was cleared, the contractor told her it was a dump property. She stated the she was told she had to pay to remove the trash and she wanted to know if the City Mayor Hammond explained the Demolition program is fort tearing down buildings only, not clearing land. He noted unfortunately vacant wooded properties are prone to illegal dumping and the trash had probably been there for many years. He explained the City could not pay to remove trash from her property noting doing so would be a violation on the City's audit. He told Ms. Sims he understood her plight but as the property owner she is responsible to pay for the debris and trash would pay to remove it. removal. There were no further comments from the public.
