REGULAR COUNCIL MEETING CITY OF COLUMBIANA, ALABAMA June 4, 2024 The City Council of the City of Columbiana, Alabama met in a Regular Session in the Council Chambers of Columbiana City Hall at 6:00 p.m. on Tuesday, June 4, 2024. Mayor David Mitchell called the meeting to order and asked City Clerk, Charlene Tucker, to call roll after the invocation and pledge. Present: Council Member Karen Lilly Council Member Ricky Ruston Council Member Kim King Council Member Ashley Phillips Mayor David Mitchell Absent: Council Member Vickie Mizzell The Mayor declared that a quorum was present. Consent Agenda A. Approval of Minutes 5-21-24 Regular Council Meeting There being no changes or amendments to the minutes, the Mayor declared the minutes approved. Department Head Reports Fire- - Mayor Mitchell reported the following: No lost time injuries. postponed. discuss. No issues with facilities. Admin vehicles are in service. Routine maintenance on apparatus ongoing. EMS training complete. No safety issues. Budget is good. Staffing looks good. Budget is tracking to plan. AFG Grant not awarded. Acquisition of new pumper truck Safer grant discussion. Mayor to meet with Johnny Howard and Brett Ashworth this week to Library - Jennifer Combs reported the following: We had an estimate of 1384 visitors for the month of May. For May, we provided $ 54,995.00 worth ofs services. That is up from May ofl last year. We packed our bags for adventure at our Library June 3rd. There was 76 in attendance. We are ready for Summer Reading: June 7th starts our Friday crafts at 10:00 am. Summer Reading. While supplies last. June 11th starts our summer movies. This will be every Tuesday at 2:00 pm June 10th starts our Teen take-home kits. There will be three available throughout June 13th is the first of our themed movie nights. It will be Camp Out movie night. The 27th will be Space and July 11th will be Under the Sea. These start at 5:15 pm. June 14th McWane Science Center will come to us at 2:00 pm. Environmental Services - Dale Lucas reported the following: No injuries during this fiscal year. Sewer lines are in fair condition. No change in compliance. Up to date on training. Budget is ok. We are still advertising for a Grade II Operator and Laborer. Wel have had to shut down one oft the two clarifiers due to a hole in the floating wall. ADEM/ARPA Sewer project cost and schedule being reworked by our engineer. Community Affairs and Senior Services - Ali Payne reported the following: Accepting applications for part-time assistant. Amber moved from full time to part time. Liberty Day planning is underway. Itty Bitty Liberties have been hidden. Prizes are at City Hall. Farmers Market and Music on Main start Friday night. Board Reports The Beautification Board asked Council ifr netting could be put around the flower beds on Main Street. The flowers are growing and they don'twant them to get damaged during Friday night activities or Liberty Day. After discussion Council was worried that it would cause a trip hazard. The Board is going to do a clean-up day after Liberty Day. Discussion = Other City Business Council Member King said that someone mentioned to her that the mural on Leaders Coffee needs to be touched up. The Mayor suggested that this may be a project for the high school art class. Mayor's Report May 22: The Shelby County Chamber Small Business of the Year Awards. Leaders' Corner Coffee and Tea and McClendon Counseling and Consulting were nominated. McClendon Public Works facility update. Doing grading work now and that is almost complete. Counseling and Consulting won in their division. The Historic Downtown Columbiana mural is complete. Announcements June 7-S Sunset Music and Market (Music on Main and the Farmers Market) featuring The June 14-Sunset Music and Market (Music on Main and the Farmers Market) featuring The Stepdads Cash Domino Killers June 28-29: Liberty Day Public Comments Council Member Ruston brought up the need for lightening strike detectors at the Sports Complex, Old Mill Square and other parks in the city. There may be grants for this project. There being no further business, Council Member King moved that the meeting be adjourned which was seconded by Council Member Lilly. The motion passed by vote of all members of the Council present.
