MINUTES TOWN OF COPPER CANYON REGULAR TOWN COUNCIL MEETING MONDAYJUNE 10, 2024 7:00 P.M. The Town Council of the Town of Copper Canyon met in regular session on Monday, June 10, 2024, at 7:00 p.m. in the Council Chambers at Copper Canyon Town Hall, 400 Woodland Drive, Copper Canyon, Texas, whereupon the following items will be considered: LCALLTO ORDER Mayor Pro Tem Hill called the regular meeting of the Copper Canyon Town Council to order at 7:00 on the 10th day of June 2024. Allegiance to the U.S. and Texas Flags. Mayor Pro Tem Hill and Council Members led meeting attendees in the Pledge of II.PUBLIC INPUT Citizens can make comments to the Town Council during this section of the meeting agenda. We ask citizens who wish to speak on agenda items to sign in on the sheet provided on the table at the back of the Council Chambers. There is a 3-minute time limit for each speaker. Therefore, the Council cannot take action on or discuss any issues or items brought up during public input. No one spoke. IIL.STAFF, MAYOR, AND COUNCIL REPORTS ON ITEMS OF COMMUNITY INTEREST (Pursuant to Texas Government Code Section 551.0415 the Town Council may report on the following items: (1) expression of thanks, congratulations, or condolences; (2) information about holiday schedules, (3) recognition of individuals; (4) reminders about upcoming Town Council events; (5) information about community events; and (6) announcements involving imminent threat to public health and safety. No deliberations or actions will be taken. No items were raised. IV.STAFF REPORT Town Administrator Town Administrator Meyer gave the following update: Police Department building is underway outside is complete and roofhas been shingled. The goal is to have the building ready for the Ribbon Cutting Annal road maintenance will begin this week, including filling potholes and Town Hall will be closed on Wednesday,June 19th for Juneteenth holiday. Ceremony on July 4, 2024. crack sealing various roads. Police Chief Police ChiefTighe gave the following update: Police Department has been live since June 1St. Officer Weisinger has been hired. There are plans to hire ai third full time officer later in July. Breakfast with the Chiefis scheduled for Saturday, June 22nd from 9a.m. - 11 a.m. Town Engineer Fire Department No additional comments were made. Fire Chief Vaughan gave the following update: Carry the Load event on May 18th was a huge success; turnout doubled since last year. ESD1 held a blood drive before Memorial Day. Paula Castillo noted that the Meet the Chief event on Saturday, June 22nd will be a family friendly event, and that the fire truck will also be there, SO family attendance is encouraged. V.CONSENT Items on the Consent Agenda are: routine and administrative ini nature. As such, thesei items are considered for approval by a single motion and vote generally without discussion. Council Members can remove an item or items from the agenda, SO it can be considered separately and/or add action or discussion agenda posted as part oft the Consent Agenda. 1. Approve May 13, 2024, Minutes of Council Meeting 2. Approve the Amendment to the Interlocal Cooperation Agreement for Shared Governance Communications and Dispatch Services System between Denton County and the Copper Canyon Police Department for the 2023-2024 fiscal year. 3. Approve the Amendment to thel Interlocal Cooperation Agreement between Denton County and the Copper Canyon Police Department fort the use ofthel Denton County 4. Approve the Interlocal Cooperation Agreement for Shared Governance Communications and Dispatch Services System between Denton County and the Copper Canyon Police Department for the term beginning October 1, 2024, and Councimember Andrews made a motion to accept Consent Items #1-4 as Radio Communications System for the 2023-2024 fiscal year. ending on September 30, 2025. presented. Council Member Lybbert seconded the motion. Ayes: Nays: Mayor Pro Tem Hill, Deputy Mayor Pro Tem Castillo, and Council Members Andrews, Johnson, and Lybbert None Mayor Pro Tem Hill announced that the motion passed unanimously. Mayor Pro Tem Hill requested to move Action Item #1 and #2 before the Public Hearing. All Council Members were in agreement. The Town Council will conduct a Public Hearing for the purpose of hearing any and all comments and consider a recommendation from the Copper Canyon Planning and Zoning Commission regarding the following Jernigan Estates Development Plan thereby allowing for the development of approximately 12 acres, and to allow for the development of six (6) single family lots, located at 545 Jernigan Road, Copper Canyon, Texas 75077. Mayor Pro Tem Hill opened the public hearing at 7:13 p.m. Town Attorney Hager stated Council Member Johnson owns property within two hundred (200) feet of the proposed Jernigan Estates development and therefore has recused himselffrom the meeting. Council Member Johnson left the meeting. The following person spoke during the public hearing. Robin Douglas Davis (581 Jernigan Rd) stated that she and her husband own property adjacent to the proposed development site and that they have an agreement in principle with the landowner and developer regarding the existing pond. Mayor Pro Tem Hill closed the public hearing at 7:15 p.m. 2.
