City of Chelsea June 4th, 2024 Pre-Council Minutes Members ofthe Chelsea City Council met in aregularly scheduled pre-council meeting on June 4th, 2024, at 5:00 P.M. with Mayor Tony Picklesimer calling the meeting to order. The meeting was held in the Conference Room and open to the public. The following elected officials were: found tol be present: Mayor Tony Picklesimer Councimember Cody Sumners Councilmember Scott Weygand Councilmember Chris Grace Councimember Arthur Fisher, Jr. Councimember Casey Morris Others present: City Clerk Crystal Etheredge, CFO Wayne Barber and City Attorney, Grant Howard CFO Wayne Barber continued the 6-month financial recap for the mayor and council. The possibility of establishing a Finance Committee or a quarterly work session at 4PM: for an in-depth financial recap was discussed. The need for a special work session to discuss the change of the City's form of government was expressed and resulted in scheduling the meeting for June 12", 2024 at 5PM. After discussion regarding the agenda items, thej pre-council meeting adjourned at 5:52P.M. The Council met in the council chambers for thei regularly scheduled council meeting at 6:001 P.M. Mayor Tony Picklesimer called the meeting to order. James Daniels (Chelsea Presbyterian Church) opened thei meeting with prayer. Councilmember Arthur Fisher, Jr. led the council in the pledge of allegiance. The following elected officials were found to bej present: Mayor Tony Picklesimer Councilmember Cody Sumners Councimember Scott Weygand Councilmember Chris Grace Councilmember Arthur Fisher, Jr. Councilmember Casey Morris Mayor Picklesimer declared a quorum present. was taken, and it was a unanimous, "Yes". Amotion to approve the agenda was made by Scott Weygand and seconded by Chris Grace. A voice vote Next, a motion to approve the minutes as written from the Pre-Council and Regular Council Meeting on May 21st, 2024, was made by Casey Morris and seconded by Arthur Fisher, Jr. A voice vote was taken, During the Mayor'sr report, Mayor Picklesimer announced the passing of local developer, Rodney Davis, and expressed his condolences to the Davis family. Additionally, he updated the council on the Chelsea Proposed Resolution 2024-06-04-1177 to close several bank accounts and deposit any remaining balances into a Capital Project Account at Renasant Bank was next on the agenda. A motion to approve closing the accounts as presented was made by Cody Sumners and seconded by Chris Grace. A voice Proposed Resolution 2024-06-04-1180 to authorize the mayor to accept the estimate for the Overflow Parking Area Project at Highway 11 Sports Complex was next on the agenda. A motion to accept the estimate was made by Arthur Fisher, Jr. and seconded by Scott Weygand. A voice vote was taken, and it Approval of City of Chelsea Bills tol bej paid was next on the agenda. Dana Polk, Chelsea Public Library, presented an update on the Summer Reading & Movies Program and Mayor Picklesimer thanked the Tree Commission and Parks & Rec Director, Bart Pettus, for the recent and it was a unanimous, "Yes". High School Grandstand Project. vote was taken, and it was a unanimous, "Yes". was a unanimous, "Yes". reminded the council of the upcoming Smokey the Bear program. planting of thei mature trees at the Weldon Pavilion and Highway 11 Sports Complex.
