CALL TO ORDER Mayor Pro Tem Nelson Rowls called the regular meeting oft the City Council to order at 6:00 pm on Thursday, May 23, 2024 at the Aledo Community Center 104 Robinson Court. Those in attendance at this meeting were Mayor Pro Tem Nelson Rowls, Councilmember Shane Davis, Councilmember Shawna Ford, Councilmember Christian Pearson and Councilmember Summer Jones. PRESENTATIONS AND PROCLAMATIONS: National Public Works Week, May 19-25, 2024- Mayor Pro Tem Nelson Rowls read aloud the Proclamation proclaiming May 19-25, 2024 as National Public Works Week in the City of Aledo. Mr. Rowls thanked Luis Gatica, Director ofl Public Works, Travis Askins Utility Supervisor and all oft the Public Works Department for all the work they do for the City of Aledo. City Manager Noah Simon also spoke stating that this staff does amazing work and is often out in severe weather conditions long after hours when everyone else is home and safe and warm or cool. The City Staff1 has been celebrating them Councilmember Summer. CONSENT AGENDA: All items listed below are considered routine by the City Council and will be enacted with one motion. Memorial Day Communications and Engagement Manager Whitney Walters informed the City Council that we would be having a Memorial Day Ceremony at the Veteran's Monument in Aledo Commons on Monday, May 27, 2024 at 10:00 am. It will be a short Ceremony, with Mayor Stanley reading a Proclamation. b. Summer Blast - Summer Blast is back and will be held in the Downtown Area. It will be held on Saturday, June 1, 2024. There will be Vendors, Food Trucks, Games and Inflatables for the kids, and a Firework show at 9:30 pm. It will be advertised on all the Social Media Platforms and an ad will run on Radio Station future agenda. Everyone is invited to attend the event. Hank and the Ranch, 92.5 FM. He is asking for approval of] Resolution 2024-166 authorizing the City Manager to enter into an agreement with Fuquay, Inc. for wastewater pipeline and manhole rehabilitation services. Luis stated that a study was done on the City and the area in Rolling Hills Area, Front Street (Basin 3) need tol have repairs done to better the Sewer System. Discuss and consider approval of Resolution 2024-172, a Resolution authorizing the City Manager to enter into an Agreement with Kingdom Technologies for the replacement of the ultraviolet disinfection system for the City of Aledo's Director of Public Works Luis Gatica addressed the Council in reference to this item. Allison was also here from Freese & Nichols. Luis gave a report to the Council regarding the ultraviolet disinfection system for the City of Aledo's wastewater treatment plant. The Wastewater Treatment Plant uses an ultraviolet (UV) radiation system to disenfect treated wastewater prior to discharge. The UV system is an instrumental piece of equipment at the WWTP. The UV system is at ap point where complete replacement is needed. Staff has done everything in their capacity to keep the UV system functional. We have been in failures and have reached out to Freese & Nichols for other solutions for the UV System. The manufacturer oft the UV system no longer has parts that will support it. Kingdom Technologies is the only company that can retrofit the UV system and get it functional again. Cudos for Mark and Travis for their expertise in keeping the system running as good as they possibly can. Motion carried 5-0 Discuss and consider approval of Ordinance 2024-207, an Ordinance amending Chapter 10 of the Code of Ordinances to adopt the 2021 Editions of the International Residential Code, International Plumbing Code, International Fire Code, International Mechanical Code, International Building Code, International Energy Conservation Code, International Property Maintenance Code, International Existing Building Code, International Fuel Gas Code, and International Swimming Pool and Spa Code and the 2020 Edition ofthe National Director of Public Works Luis Gatica addressed the Council in reference to this item. Mr. Gatica stated that this item was discussed under reports at the last Council meeting, and Council recommended that we go ahead and update the Codes to the 2021 Edition. Implementation of the new Codes would have taken place in January of 2025, however the timeline was pushed up in order to have a positive impact in our Insurance Office (ISO) Building Code Effectiveness Grading Schedule rate to be published this year. With the 2021 updates, City Staffis looking to also add the International Swimming Pool and Spa Code oft the North Central Texas Council of Governments amendments that pertain to the 2021 International Code.
