Avenue, DuBois, Pennsylvania on Thursday, March 4,2 2021 @ 4F p.m.; Council convened: ati theiri regular Work Session with Mayor Walshi int the Chair. Other Council Members present were: Diane Bernardo, Shane Dietz, and Shannon Gabriel Also present were: City Manager, John "Herm" Suplizio; City Engineer/PublicV Work Director, Chris Nasuti; Redevelopment. Authority Director/Assistant Public Works Superintendent, Joe Mitchell; Police Chief, Blaine Clark; and Administrative  Secretary, Bobbie Shaffer. Dietz that Council authorize advertising for bids forl Line Painting. Avenue Put six at Elk Lot The City Manager stated that these meters werei installed on the 100 block because the Verizon (Bell Telephone) office was there and people woulds stop to pay or discuss their bill. As the officei is no longer in use, he doesn't feel we need ther meters any longer. Currently, we only receive approximately $10 annually from them. Hei then went ont to say, that he had a meeting witht thel DuBois Downtown Group andt they requested some metered parking at the Elk'sLot. So, we would like tot take six to eight oft ther meters andi install them down at the Elk's Parking Lots sot that people can stills short term park while in thes stores located on S. Brady Street. He believes he willl have something to present to Council on Monday. Mayor Walsh askedi ifh he had good candidates. Clark confirmed! he did. Councilwoman Gabriel had a question ont the. Jeffrey W. Rice, DMD, PA- 90 Beaver Drive, Building El Planning Commission item. Int thei recommendation: itr references a concern the City Solicitor had with Council being unable tol know ift the waterline had beeni installed. Gabriel wanted tol knowi ift that hadb been resolved. City Engineer Nasuti assured her that Rice willr not receive approval until thel linei isi ina andy we have our documentation. Councilwoman Bernardo feels that our Parking Permits are dirt cheap. Mayor Walsh feels wes should adjust thet fees slowly, by raisingi iti ins smalli increments every yeari instead ofal large  Councilwoman Shannon Gabriel  Councilwoman Dianel Bernardo amount all at once.  City Manager - John "Herm" Suplizio  Manager Suplizio wanted to go off of what Mayor Walsh was saying. His example was thel ball fields, fort threey years there was no charge for our local teams to usei it; last he wei implemented: a $10 per game fee. In2021 we're discussing raising thei fee Parking Permits - Next Wednesday we are going tol have our officers put out warnings on cars parkedi int the Elk'sLot. We will only have warnings oni fora af few days andi thent the fines willb begin. To parki in ap permit only parking lott thei fine is $50.  to $15. Slow and steady. Councilman Shane Dietz  Councilman Dietz askedi ift there was anyt type of easy study we could do on how muchit costs the Cityt to maintain thep parking lots, then adjust thet fee accordingly. The Fire Chief was ina andy visited every firel hall - 9 different meetings from Friday evening until Sunday. Ity was a very good meeting and everyonet from DVFD was very The Consolidation Study Meeting will be on March 16th @ 6p.m. The City Manager asked Councili ifity would be alright to close the City Office at Noon ont the 16ths so that allt thes staff can attenda as special meeting at1 1p.m. Council hadi no problem. Mayor Walsh statedt that the City Manager was being very humble about thel Fire Chief's visit. The Chief was quite impressed with thei fire department; feltt they were top notch.
