28 Work Session Meeting Minutes-July! 8,2 2021 City Council Chambers, City Building, 16 West Scribner. Avenue, DuBois, Pennsylvania on Thursday, July 8,2 2021 @ 4F p.m.; Council convened at their regular Work Session with Mayor Walsh int the Chair. Other Council Members present were: Jim Aughenbaugh, Diane Bernardo, and Shane Dietz. Also present were: City Manager, John "Herm" Suplizio; City Engineer/Public Work Director, Chris Nasuti; Redevelopment. Authority Director/Assistant Public Works Superintendent, Joel Mitchell; Code Enforcement/Zoning Officer, Zac Lawhead; Public' Works Superintendent, Scott Farrell. Absent: Approval of Minutes Review for Monday Approval of Registry of Invoices Review for Monday Councilwoman Shannon Gabriel and City Controller, David Volpe Update on 42 West Long Avenue (New Life- Christian Book Store) City Manager Suplizio along with Code Enforcement/Zoning Officer Lawhead updated Council on 42 West Long Avenue. They stated thatt the City received at telephone call on' Wednesday, July7, 2021 from a pedestrian stating that the sidewalk outside of the old Christian Book Store had collapsed. Afteri investigating it was found that thel building was collapsing and taking the sidewalk with it. The City Manager along with Lawhead arranged for an emergency demolition which took place on Thursday, July8 8, 2021, with everything being! hauled away on. July gth. They are! happy to report that no other buildings were damaged during the demolition. The City Manager asked that! he have Council's approval fort the demolish after the fact. Council unanimously agreed that the demolish was necessary- Roll call was as follows: Dietz, yea; Bernardo yea; Aughenbaugh, yea; Walsh, yea. Motion passed 4-0. Certificate of Liability Insurance Councilwoman Bernardo explained that during the Planning Commission the previous evening the City Solicitor learned that we do not have a certificate of liability insurance oni file for the Downtown DuBois, Inc. organization. She explained that the City Solicitor was adamant that any event held on City property must have a certificate of liability insurance oni file with the City andi it must be a condition for all approvals of use with no exceptions. The motion was made by Bernardo and: seconded by Aughenbaugh thati ini future a certificate of liability insurance must be submitted by all organizations or individuals holding events on City property with no exception. Roll call was as follows: Dietz, yea; Bernardo yea; Aughenbaugh, yea; Walsh, yea. Motion passed 4-0. City Engineer/Public' Works Director- Chris Nasuti Gave an update on Maple Avenue.
