Absent:  Councilman Shane Dietz  Second andl Final Reading of Council Billl No. 1971- - Debt Ordinance  An Ordinance authorizing thei incurrence of debt by the City of DuBois; Clearfield County, Pennsylvania, through thei issuance ofa a guaranteed revenuel bondi ini the maximum principal amount of $83,883,897.001 for purposes ofu upgrading and expanding the City's Wastewater Treatment Facilities andr refunding certain outstanding debt; fixing thet form, dates, interest, andr maturity thereof; making a covenant fort the payment of the debt service ont thel bond; providingf fort thet filing of ther required documentation withi the Department of Community and Economic Development toi incur and exclude additional debt of the governmental unit; providing for the appointment of as sinking fund depository for thel bond; providing fort the authorized: signatories and authorizing execution, sale and delivery thereof was presented fors second andf final reading. The motion was made by Aughenbaugh ands seconded by Gabriel that Council approve thes second andf final reading of Council Billl No. 1971 - Debt Ordinance andi it become Ordinance No. 1872 int the Code of Ordinances for the City of DuBois. Swope  RESOLUTION  WHEREAS, the City of DuBois was saddened tol learn of the death of our former Public' Works Superintendent and exemplary citizen, STEVEN G. SWOPE, on December: 21, WHEREAS, STEVEN G. SWOPE: servedi in various positions from. June 16, 1986 until his retirement on. June: 26, 2015; fillingt thesei important positions with distinction and advantage tot thet taxpayers of the City of DuBois; always conscientious toi thel highest degree ini these positions of trust andi moved only! byt the! besti interests of his fellow citizens. NOW,THEREFORE, BE ITI RESOLVED, byt the Governing Bodyi in Council assembled this 28th day of December, 2022, that ite express its deepest regret and sorrow at the loss of friend and colleague, STEVEN G. Mayor Walsh thanked all of the City Employees (Public Works, Administrative Building and Police) for the good turnout for Steve Swope's viewing. He noted how dedicated the entire staffi ist to each other. He was very proud and counts itap privilege to work witht these  individuals.  Final Approval STMP Program - Eckert Seaman  Mayor Walsh: statedt that this itemi ist to approve thef final report ont the STMP Program. The motion was made by Gabriel and seconded by Bernardo andi that Council accept thei final report for Eckert Seaman concerning the STMPI Program. Roll call vote was as follows: Bernardo, yea; Aughenbaugh, yea; Gabriel, yea; Walsh, yea. Motion passed 4-0. Redevelopment. Authority Director/Assistant Public Works Superintendent, Joel Mitchell recommends the award for consulting services got to Urban Design Venture, LLC for the fiscal years 2023-2027. Mitchell noted that the RFP was reviewed anda agreed upon by Sandy Township. The motion was made by Aughenbaugh and seconded by Gabriel that Council approve the recommendation of Mitchell and award the contract to Urban Design Ventures, LLCf fori fiscal years 2023-2027 as proposed. Councilwoman Bernardo had a question on the motion: Has the City ever reached out toa a consultant before? Mitchell stated thati int the 12 years he's been witht the City, wel have hads several. When he first arrived we had Stiffler McGraw andl have hadt two: since then. The consultants are responsible for filing out! he application and doingt the environmental reviews; Mitchell takes care of the administration. Deputy Treasurer, Toml Nowak Happyl Healthy New Year to Everyone. Councilwoman! Diane Bernardo  Kudos toi the City Crew who were out on Christmas Day working on a waterlinel breaki in arctic weather. Itseems these things always happen on a weekend or al holiday when I'm surei they would much rather be witht their families. lappreciate the fact that not only did they take care of the waterline break they alsot took care of ther roads under extreme  conditions.
