42  Work Session Meeting Minutes August 19, 2021  City Council Chambers, City Building, 16 West Scribner Avenue, DuBois, Pennsylvania on Thursday, August 19,2 2021 @ 4p.m.; Council convened att their regular Work Session with Mayor Walshi in the Chair. Other Council Members present were: Jim Aughenbaugh, Diane Bernardo, Shannon Gabriel; and City Controller, David Volpe. Also present were: City Manager, John' "Herm" Suplizio; Code Enforcement/Zoning: Officer, Zac Lawhead; Police Chief, Blaine Clark; ITI Director, James Tokarcik; Finance/Water Clerk, Dayna Bowley;  and City Secretary, Bobbie Shaffer. He would now like to attend our Council Meeting on Monday evening to update Council on what has transpired. He believes the meeting will be held sometime in October andt thet foundation willl be paying PEL to come. Mayor Walsh asked him about the standoff at the Township building. Chief Clark stated thate earlieri ini the day the suspect had beeni in an accident and had' shot out the windows of this vehicle to get out. The police confiscated the gun andi the suspect wantedi it back., He showed upa at the police stations with an AK demanding they return his weapon. Clark stated that thes suspect had: servedi in Afghanistan andf feels that with all the upheaval in that Updated Council on house numbers; he stated that they got through all the house numbers Updated Council on her program concerning Police suicide. She stated that she gave them some resources, gave them the number fora a cop line, and didt the QPR Training (1/2 hr. training online). She statedi that the QPR Training gives youp procedures toi follow tol help deescalate thes situation; iti is believed to be 90% effective. Mayor Walshs stated that our officers are excited that the Cityi is concerned about their mental state and have implemented: aj program. Mayor Walsha asked that Gabriel continuei to update Council on  Police Chief- Blaine Clark  region right now he's a vet that snapped. Councilwoman Diane Bernardo  Asked Councilwoman Gabriel ifs shel has anyi information for middle school kids; Habitati for Humanityi ist notj just for new homes they also help families with small critical repairp projects, Bernardo received al lettert that statedi thet following: "we've discovered a needi in our community thati is sadly going unmet. Wel have discovered al large population of people, livingi ins subpar conditions yet unablet to afforda at typical Habitat home. With this challenge before us, we began working to lay plans fora at tiny housei initiative..."
