WORKSHOP SESSION TUESDAY, MAY 7, 2024 TIFT COUNTY BOARD OF COMMISSIONERS The scheduled' Workshop Session of the Tift County Board of Commissioners was called to order by Chairman Tony McBrayer on Tuesday, May 7, 2024 at 6:00 pm in the Commissioner's Meeting Room of the Charles Kent Administration Building. Members of the Commission present in addition to Chairman McBrayer were Commissioners Paul Webb, Greg Wood, Donnie Hester, Fred "Buck" Rigdon, Stan Stalnaker and Melissa Hughes. Commissioner Melissa Hughes led in Prayer. PUBLIC COMMENTS: There were none to report. APPOINTMENTS: There were none to report. PUBLIC HEARINGS: 4.1 TC-ZA-24-04: Petition for Rezoning is being made by Alicia Hill Smith, owner, for a five (5) acre tract located at 2110 Old Ocilla Road -Tax Map 0070 Parcel 017E. The current zoning is AG (Agriculture) and the requested zoning is CC (Community Commercial) for the purpose of County Manager Jim Carter stated that the owner of 2110 Old Ocilla Road has submitted an application to rezone the five-acre tract from AG (Agriculture) to CC (Community Commercial). The property is surrounded by AG and R1 zoned parcels. There is no other property in the area zoned CC which means this request is spot zoning. At the Planning Commission meeting on April 11, 2024, there were approximately six (6) adjoining property owners present who spoke in opposition. There were also approximately six (6) individuals who do not live in Tift County who spoke in favor of the request. The Planning Commission voted to recommend denial based on the request does not meet the 11 standards for zoning and does not follow the adopted Tift constructing an equestrian center for holding rodeo events. County Comprehensive Plan. ITEMS TO BE DISCUSSED AT REGULAR SESSION, MAY13,2024: 5.1 Financial Software Agreement: Finance Director Diane Kelly stated that the County's financial software is at its end of life as well as the server that iti is housed on. IThas been told that we will no longer be given software support after December 2024 for the County'scurrent software. Staff looked at four (4) software companies and recommends purchasing the software from Edmunds GovTech for an initial cost of $67,530 and annual costs of $29,930. Price is guaranteed for five (5) years. Commissioner Greg Wood expressed his concern regarding whether the agreement had an "out" clause in case the software does not work as it was presented. Therefore, the Board indicated its desire to place this item on the Regular Agenda. Page 1 of4 WORKSHOP SESSION TUESDAY, MAY7,2024 TIFT COUNTY BOARD OF COMMISSIONERS 5.2 Ordinance No. 2024-02, Animal Control - Leash and Tethering: Animal Control Director Candice Hernandez stated that discussions with the Board regarding these regulations began in November 2023. Since then, the Chairman-appointed committee has met and modified some of the regulations. Last month, the Board approved revisions to the Unified Development Code that conflicted with the proposed changes in this ordinance. This ordinance is now ready for the Board's consideration. The Board indicated its desire to place this item on the Consent Agenda. 5.3 Property and Personal Property Tax Consideration: County Manager Jim Carter stated that real and personal property taxes are due for 2023 for 211 Tift Ave N (Gazette Building). Total amount duei is $2,924.26. This is the County's portion. The seller paid their portion at closing. Since the County is exempt, the total amount due needs to be written off. The Board indicated its desire to place this item on the Consent Agenda. 5.4 Consideration of AIA Contract for Professional Architectural Services with McCall & Associates, Inc.: County Attorney Anthony Rowell explained the services to be rendered under this contract. Architect to receive 7% of the total cost of the work. The Board indicated its desire to place this item on the Regular Agenda. 5.5 Addendum to Watkins and Associates Contract for Courthouse Annex Preliminary Engineering & Surveying: County Manager. Jim Carter stated that under the current contract for professional engineering services, Watkins & Associates will provide preliminary engineering and survey services required as part oft the courthouse renovation and expansion project. The cost for the project site surveying is $9,950. The cost of the preliminary engineering will be billed at the contracted hourly rate. The Board indicated its desire to place this item on the Consent Agenda. 5.6 Resolution No. 2024-05 AMENDED, Surplus Vehicles: County Clerk Miriam Jordan stated that Resolution No. 2024-05 was approved at last month's meeting and authorized staff to surplus and sell a van from the Extension Department. The resolution, however, listed the incorrect VIN for the van. This amended resolution corrects that and adds a vehicle from the Fire Department that is to be surplussed and sold. The Board indicated its desire to place this item on the Consent Agenda. 5.7 Scrap Tire Abatement Reimbursement Program Agreement Amendment: County Clerk Miriam Jordan stated that the last scrap tire event was a success. The total cost for hauling and processing was $63,841.50. The original agreement was to reimburse the County upi to $30,132. This amendment will allow reimbursement of up to $50,000. The remaining amount of $13,841.50 will be paid from General Fund Contingency. The Board indicated its desire to place this item on the Consent Agenda. 5.8 Alcohol Beverage License Application Submitted by Ann L. Smith for Circle K #2707255 Located at 4440 Union Road: County Clerk Miriam Jordan stated that an application has been submitted and the Sheriff recommends approval. However, a Certificate of Occupancy nor a business license has been issued for Circle K. Itis expected to be issued by Friday, May 10, 2024. The Board indicated its desire to place this item on the Regular Agenda. Total cost for 150 employees is $2,800. Cost may be reduced if RSVP number is lower than 150. The Board indicated its desire to place this item on the Consent Agenda. ITEMS FOR DISCUSSION ONLY: There was nothing to report. COUNTY MANAGER'S COMMENTS: County Manager. Jim Carter asked everyone to keep the Roger Dill family in their prayers. Mr. Dill'swife passed away. COUNTY ATTORNEY'S COMMENTS: There were none to report. COMMISSIONERS COMMENTS: Commissioner Melissa Hughes thanked the Chairman for coming to the Arts in Black Festival. Chairman Tony McBrayer stated that the outside of the courthouse is looking really good. He also read a thank you card from the Grady Thompson Sr family. EXECUTIVE SESSION: There were none to report.
