REGULAR SESSION TIFT COUNTY BOARD OF COMMISSIONERS MONDAY, MAY 13, 2024 (6:00 PM) The scheduled Regular Session of the Tift County Board of Commissioners was called to order by Chairman Tony McBrayer on Monday, May 13, 2024 at 6:00 pmi in Room 207 oft the Charles Kent Administration Building. Members of the Commission present in addition to Chairman McBrayer were Commissioners Greg Wood, Donnie Hester, and Stan Stalnaker. Commissioners Paul Webb, Fred' "Buck" Commissioner Greg Wood offered an invocation and ledi in the Pledge of Allegiance to the United States Rigdon and Melissa Hughes were absent. Flag. PUBLIC COMMENTS Ana Maag, 40 Richmond Dr, spoke regarding Access to Capital for Entrepreneurs (ACE). She also Jay Cruz, 1302 Bella Notte Circle, Warner Robins, spoke regarding his new publication - Notivision News. He provided a copy to each Commissioner. This publication ist targeted for those in the Latino provided brochures to the Commissioners. community. Christopher Burchell, 2415 Madison Dr, stated that he would like to see TSPLOST used for safer roads for County Manager. Jim Carter stated that Everbridge, the emergency notification provider, is working to the more vulnerable road users-pedestrians, cyclists and wheelchairs. find a solution for sending notifications in Spanish. MINUTES Commissioner Donnie Hester made a motion to approve thei following minutes: (1) Work Session-A April 2,2024; and (2) Regular Session - April 8, 2024. PUBLIC HEARINGS 6.1 TC-ZA-24-04: Petition for Rezoning is being made by Alicia Hill Smith, owner, for ai five (5) acre tract located at 2110 Old Ocilla Road - Tax Map 0070 Parcel 017E. The current zoning is AG (Agriculture) and the requested zoning is CC (Community Commercial) for the purpose of constructing an equestrian center for holding rodeo events. Page 10 of4 REGULAR SESSION TIFT COUNTY BOARD OF COMMISSIONERS MONDAY, MAY 13, 2024 (6:00 PM) Community Development Services Director Chris Davis stated that the owner of 2110 Old Ocilla Road has submitted an application to rezone the five-acre tract from AG (Agriculture) to CC (Community Commercial). The property is surrounded by AG and R1 zoned parcels. There is no other property int the area zoned CC which means this request is spot zoning. At the Planning Commission meeting on April 11, 2024, there were approximately six (6) adjoining property owners present who spoke in opposition. There were also approximately six (6) individuals who do not live in Tift County who spoke in favor of the request. The Planning Commission voted to recommend denial based on the request does not meet the 11 standards for zoning and does not follow the adopted Tift County Comprehensive Plan. County Attorney Anthony Rowell opened the Public Hearing. Alicia Hill Smith, applicant, spoke in favor oft the application. Marsha Holloway, 21 Back Forty St, spoke in opposition of the application. Laura Crumpton, 2181 Old Ocilla Rd, spoke in opposition oft the application. There being no further comments, Mr. Rowell closed the Public Hearing. County Attorney Anthony Rowell asked the Board of Commissioners if any of them, personally, a family member or business relationship has anyi interest in the property to be considered for rezoning that needs to be declared sO there will not be any conflict of interest. Mr. Rowell Commissioner Stan Stalnaker made a motion to deny application TC-ZA-24-04. Motion was seconded by Commissioner Greg Wood. Motion carried 4-0 with the Chairman voting. asked that the record reflect there were no affirmative responses. Commissioner Greg Wood made a motion to approve ai five (5) year agreement with Edmunds GovTech fori financial software. Motion seconded by Commissioner Stan Stalnaker. Motion carried 4-0 with the Chairman voting. 8.2 Consideration of AIA Contract for Professional Architectural Services with McCall & Associates, Inc.: County Manager. Jim Carter explained the services to be rendered under this contract. Commissioner Donnie Hester made a motion to approve the AIA Contract for professional architectural: services with McCall & Associates. Motion seconded by Commissioner Greg Wood. Motion carried 4-0 with the Chairman voting. 8.3 Alcohol Beverage License Application Submitted by Ann L. Smith for a Retail Malt Beverage Package and Retail Wine Package License for Circle K# #2707255 Located at 4440 Union Road: County Clerk Miriam. Jordan stated that the application could not be considered at this time because no certificate of occupancy nor no business license has been issued. It was originally thought that those things would have been issued by last Friday but they were not. Commissioner Stan Stalnaker made a motion to table the consideration of this alcohol license. Motion seconded by Commissioner Donnie Hester. Motion carried 4-0 with the Chairman voting. COUNTY MANAGER'S COMMENTS: County Manager. Jim Carter stated that he would be out oft the office Tuesday- -Thursday. He will be teaching a Governmental Relations class to constitutional officers.
