REGULAR SESSION TIFT COUNTY BOARD OF COMMISSIONERS MONDAY, APRIL8, 2024 (6:00 PM) The scheduled Regular Session of the Tift County Board of Commissioners was called to order by Chairman Tony McBrayer on Monday, April 8, 2024 at 6:00 pm in Room 207 of the Charles Kent Administration Building. Members of the Commission present in addition to Chairman McBrayer were Commissioners Paul Webb, Greg Wood, Donnie Hester, Fred "Buck" Rigdon, and Melissa Hughes. Chairman Tony McBrayer offered ani invocation and ledi int the Pledge of Allegiance to the United States Commissioner Stan Stalnaker was absent. Flag. PUBLIC COMMENTS There were none to report. APPOINTMENTS 3.1 Branch Manager Karen Thompson gave an update of1 the Tifton-Tift County Library activities. She also provided each Commissioner with a book entitled "The Bear" for participation in the community reading project. ITEMS TOBE ADDED TO1 THE AGENDA There were none to report. MINUTES Commissioner Greg Wood made a motion to approve the following minutes: (1) Work Session-March 5, 2024; (2) Regular Session - March 11, 2024; and (3) Executive Session- - March 11, 2024. Motion was seconded by Commissioner Fred "Buck" Rigdon. Motion carried 6-0 with the Chairman voting. PUBLICHEARINGS 6.1 TC-TA-24-01: Petition for a Text Amendment to Chapter 4 "Site Design Standards", Section 4.03.00 Supplemental Standards for Specific Uses", Subsection 4.03.01 "Kennels and Animal Community Development Director Chris Davis stated that there are minimal changes and went through the proposed changes with the Board. The Planning Commission heard this request on March 14, 2024 and recommends approval with two (2) changes: (1) Amend (A) to read Keeping Animals shall be considered al kennel when, one or more of the following conditions exist; and Boarding Facilities" of the Unified Development Code (2) Amend (A)(3) by removing the word 'commercial". County Attorney Anthony Rowell opened the Public Hearing. There being no comments, Mr. Rowell closed the Public Hearing. Commissioner Paul Webb made a motion to approve TC-TA-24-01. Addendum to the Watkins & Associates Agreement for the Safety Action 7.8 Motion to Approve the Submittal of a GDOT Grant Application for the Safety Action Plan Project to Include the Striping and Installation of Raised Pavement Markers on (1) Lower Brookfield Road from Chula Brookfield Road and Tifton-Eldorado Road and (2) Upper TyTy Road from Whiddon Mill Road to Inman Street for an Estimated Cost of $235,193.92 to be Funded from GDOT and SPLOST VI and to Allocate $250,000 of SPLOST VI Funds to Stripe and Install Raised Pavement Markers on (1) Old Ocilla Road from 20th Street to' Wiley Branch Road, (2) Mt. REGULAR AGENDA: 8.1 Appointment to the Tift County Board of Health: County Clerk Miriam Jordan stated that Charlotte Bedell is no longer able to serve on the Board of Health. Board Member Dr. Raymond Moreno has requested that Filiberto Hernandez be appointed to fill the unexpired term. The Chairman Tony McBrayer opened the floor for nominations. Commissioner Melissa Hughes nominated Filiberto Hernandez. There being no further names brought forth, the nominations Commissioner Melissa Hughes made a motion to appoint Filiberto Hernandez toi the Tift County Board of Health. Motion seconded by Commissioner Donnie Hester. Motion carried 6-0 with term ends December 31, 2028. There are no other applications on file. were closed. the Chairman voting. COMMENTS: Commissioner Melissa Hughes stated that she received a Facebook message about the continual damage of thei fencing at the EB Hamilton Complex due to people racing.
