Regular Meeting Minutes December15,: 2022 7:00pm 1. Call to ordera and announce quorum is present. Mayor Cardwell called the meeting to order at 7:00 pm, and announced a quorum was present. Those in attendance were: Mayor Crystal Cardwell, Councilmember Jennifer Hill, Councilmember Richard Sidebottom, Councilmember Melanie Payne, Councilmember Nathanial Butler, City Admin Staff Brittany Mayhue, and City Secretary. Jenni Moore. 2. Pledge of allegiance and invocation. Mayor Cardwell led the pledge andi invocation. 3. Mayor Update. Mayor Cardwell stated that conversations are still taking place regarding all of the development that is happening in terms of Northwest ISD and the Rolling' V and is hopeful for future movement Mayor Cardwell thanked City Council for helping with the Newark Christmas Party stating that through traffic was about 465 people. She also acknowledged and thanked the Heart for Park Mayor Cardwell asked the new code enforcement officer Devon Kennedy to step forward and introduce himself and share his experience. Mike Drury of 1223 County Road 1111 in Decatur on behalf of the Wise County Republican Party. Mr. Drury extended an invitation to Mayor Cardwell and City Council members to partake in a fundraiser on December 29th from 6pm-9pm fora a cornhole showdown at Humble Hall. 5. Consider and act on the following items: A. Council Meeting Minutes for November17,2022, and Zoning Board of Adjustments Meeting Minutes for November 17,2022. B. Accounts Payables for November 2022. : Financial Statements for November 2022. D. Staff Reports- Municipal Court, Building Permits, and Public Works for November 2022. Councilmember Hill motioned to approve agenda item number 5 as a whole. Councilmember Sidebottom second the motion. All approved. Motion was passed. 6. Discuss, consider and act on Ordinance No. A-538, an ordinance amending the Newark Code of Ordinances, Appendix A-Fee Schedule, Article A7.000 Utility Fees, by providing for the increase in the garbage collection fees. Effective December 15, 2022, Republic Services raised the rates City Secretary Moore advised the Council that this was the normal annual increase that Republic implements fori refuse collection. Councilmember Payne made a motion to approve Ordinance No. A-538, an ordinance amending the Newark Code of Ordinances, Appendix A-Fee Schedule, Article. A 7.000 Utility Fees, by providing for the increase in the garbage collection fees. Discussion regarding request from Lauren Henderson regarding opening al liquor store in the Lauren Henderson advised the council that the intention is to have al liquor store in the unused space oft thel building that is currently. JTI Kutz. Lauren Henderson stated that the land owner has approved the idea as long as the proper licensing is obtained. Mayor Cardwell informed Ms. Henderson that there is not currently an ordinance for a liquor store asi iti is currently only worded fora al bar type venue and that the council would need to work on creating this ordinance. Mrs. Henderson stated that there would be no on-site consumption and there would be a separate entrance to this part oft the building. Mayor Cardwell: stated that further information regarding the size oft the area that will be used for the liquor sales and what type of liquor license isg going to be requested, be provided by Mrs. Henderson. Mayor Cardwell stated that this information needs to be gathered before an ordinance can be drafted. city. 8. Discuss, consider and act on opening the library in mid-June and allowing NWISD students to Mayor Cardwell shared that NISWD picked City of Newark for a program that supports kids ast they transition from elementary to middle school and from middle school to high school. They would also like to offer tutoring sessions and bei involved int the library to support students in the area. They are asking to have an opening celebration on. January 14t, they will help to promote this and Mayor Cardwell stated we need one more volunteer day of about 2-3 hours that would allow the library tol be ready to be opened as well as to get the calendar of volunteers ready. Councilmember Payne pointed out that the agenda item states mid-June, Mayor Cardwell stated it is int fact. January that this agenda item pertains to.
