1 QUEENSTOWN COMMISSIONERS April 22, 2020 PRESENT: President Thomas B. Willis, Jr., Commissioner Holger Schuster, Commissioner Al Hardee, Robert Rauch, Town Engineer, Lyndsey Ryan, Town Attorney, and Amy Moore, Town Manager/Clerk. This was a virtual meeting held via Zoom. REGULAR MEETING CALLED TO ORDER AT 7:00 P.M. GUESTS Robert Rauch, Rauch Engineering, Town Engineer - present to discuss smoke testing of sewer lines. He received two competitive bids, both within $100 of the other, at a cost of approximately $22,000. He contacted Maryland Rural Water Association and they have the equipment and will supply manpower and liquid smoke for a cost of$350 per day. Due to COVID-19 constraints, they cannot start work until regulations are lifted by the State. Work should only take 2-3 days. President Willis motioned to accept the price quoted by Maryland Rural Water Association. Motion seconded by Commissioner Schuster. Vote: 3-aye, 0-nay. Mr. Rauch also reported that the cost estimate for the new water tower, well and piping was presented in the PER. He has figured out the cost share for both Waterman and Dudley properties based on the gallons per day they would require for their potential projects. As Mr. Waterman is the only one with a project in the works, he is the only one that would need to contribute at this time. Tower project is being financed, and Mr. Waterman could pay on an annual basis if preferred. Ms. Ryan advised she contacted Joe Stevens, attorney for Mr. Waterman, to schedule a meeting to discuss tower and costs associated with his project. There was also discussion on grouting the lines on Melvin Ave. and Aker Rd. once the smoke testing is complete. Mr. Rauch advised that they have looked at every scenario = lining, grouting, metal bands, etc. There is no efficient way to get in and make considerable improvements without excavation due to the metal fingers in the lines from previous sleeving. We will wait until after smoke testing to see what areas should be addressed first. Waiting to hear back. PUBLIC WORKS - Amy Moore Ms. Ryan advised that the original warranty for the membranes called for original replacement at $15,000 ea. Manufacturer was offering replacement at $19,500 each, as the replacement set is ai newer version. She negotiated a replacement cost at $17,500 per membrane. Specs and new cleaning procedures will be provided. Need to meet with operator, George Frigon and Town reps to review specs and procedures SO everyone knows what is to be expected. Town needs to accept warranty terms. President Willis motioned to accept the new warranty terms upon confirmation of shipment oft the membranes. Motion seconded by Commissioner Schuster. Vote: 3-aye, 0-nay PLANNING - Amy Moore Email from Matt Reno, Planning Commission Vice-Chair, requesting Commissioner approval for office stafft to research and apply for grant funding to complete the trail connection to the Second Ave dock. Commissioners are in favor of stafflookingi into funding. All were in 2 agreement that trails projects would have to be paid for by grants or developers, as the town is not setting aside any funding at this time. FINANCE COMMITTEE-Amy Moore - reported working on budgets TOWN MANAGERCLERK-TREASURER Treasurer's Report - General Fund checking Water/Sewer Fund checking $ 159,939.70 $ 9,474.37 President Willis motioned to move money necessary from CD's to pay bills. Vote3 3-aye, 0-nay Correspondencetner - Amy Moore Clerk advised that the AT&T lease is up for renewal within the next 18 months. With new tower project, which includes removing the Wall St. tower, our consultant, Hugh Odom, does not believe AT&T will renew the lease ifthey will be required to move within a couple of years. With rent at about $37,000 annually, Commissioners were in agreement to leave the Christina Hamilton, 104 Charity Lane, requested a speed bump be placed towards the top oft the street on the Main St. end. Vehicles come in and go out of Charity fast. Commissioners will Mosquito control contract for the 2020 season was presented. President Willis motioned to approve. Motion seconded by Commissioner Schuster. Vote: 3-aye, 0-nay Discussion on house evictions/cleanout and the amount oftime spent on clearing away the junk left out. As these situations are more than normal bulk collection, Ms. Ryan and Ms. Moore Clerk advised that GeoffLeech inquired when the waterfront park at the end ofOld Wharf Lane would reopen. Commissioner Hardee advised that the County is still seeing ai rise in COVID cases. Commissioners were in agreement to postpone decision for at least two weeks. Wall St. tower, as it potentially could be used as a backup. look into it. will look into setting up a collection feel by resolution. 3 William Shepard, 7320 Main St., cited concerns to the office about three chemical tanks left on the Dudley farm unsupervised for a day or SO. These tanks contained anhydrous ammonia, a highly regulated chemical, unless used by farmers. While highly unlikely someone would have attempted to steal any of the chemical, he was concerned there could be a leak or spill if someone tried. He cited a Community Rights to Know Act, which requires any reportable chemical within a community be made known to the public. He felt the farmers should have reported the use to the town and it should not have been stored near residences. He suggested the town have a plan to deal with these types oft things. Ms. Ryan produced a link to the County Code. The Commissioners verified the tanks were up the farm lane by the abandoned house and met the setback requirements in the code. OLD BUSINESS- Fire Department request from February to offer a real property tax break to active fire department members. This will be brought back to the May meeting for discussion. NEW BUSINESS - None ATTORNEY UPDATES - Lyndsey Ryan, Town Attorney Advised that Bob Rauch, Town Engineer, is working on the Dudley property survey sO the deed can be drafted.
