They are looking at possibly applying for grants. The County has contracted with a grant writer. Recent studies show the composite index has gone up which will lead to an increase int taxes. They are awaiting the outcome ofa a senate bill which Parks & Rec: Berkeley Reynolds: The Advisory Board met on January 10, 2024. During the meeting, officers for 2024 were elected. Updates on several ongoing initiatives were provided. Lisa Cooke reported that CCP&R are still in conversations with the Clarke County Soccer League User Group on requested improvements to the soccer fields and surrounding areas. The pool zero depth entry project appears to be on time. Plans are also moving forward for the fenced entry area for the dog park. Lisa went on to highlight budget changes and requests for the 2024/2025 budget cycle. Increases in costs are anticipated in several areas, most of which are related to the expected minimum wage increase in VA in 2025. Capital outlay requests include an. AED replacement at the pool, a continued effort to replace the chairs in the recreation center, a new elliptical int the rec center gym, a new sunshade canopy for the pool, and a new park vehicle to replace the 2008 park van. Old/Ongoing Business Short term rentals: Floyd Hudson reflects on the fact that a questionnaire was sent to residents of Whiting Avenue and there were no responses ini favor of short-term rentals. Additionally, there was no one in favor at the public hearing. Floyd Hudson makes a motion to direct the Planning Commission to amend the Boyce Town Council Meeting = March 2024 page 1of3 Comprehensive Plan and write an ordinance prohibiting Air BnB/short-term rentals less than 30 days in duration within the entirety of the Town of Boyce. Second by Dennis Hall. Discussion- - Dennis Hall expresses concern with "30 day" language and recommends we make it anything less than 90 days. TC agrees we have received Trash pickup and issues update: Open discussion - Floyd Hudson expresses surprise this issue has been "so contentious." Discussed email from RWB requesting 9 months of back pay, but they are not willing to continue picking up trash for new properties without contract amendment. Berkeley Reynolds reflected on the most recent work: session and questions ift they are taking the language/topics personally. She states it is the Town's responsibility to pay them for what they do - all agreed. Floyd Hudson states he is not questioning them being paid. Whitney Maddox requested Matt update the contract template to reflect language needed when new properties are added within the Town. Berkeley Reynolds spoke about "confusion" and "perceived" issues that have arisen. Whitney Maddox requested the email correspondence with RWB bet forwarded to David Griffin to guidance from David Griffin and he identified 30 days as the limit. Passed 5-0. ensure he is up to date. Budget input for FY25 by 4/1/24 New Business Re-appointment of Lee Coffelt to the CCSA Whitney Maddox makes a motion to reappoint Lee Coffelt to the CCSA. Second by Berkeley Reynolds. No discussion. Passed 5-0. Any new business: Floyd Hudson- - Shares a concerned citizen approached him regarding business licenses in Town. Floyd asked if the garage behind Ben's has applied for al business license. Per Matt/Jayson - they have not applied, but have been made aware of the process and agreed to come down to apply. Floyd also discussed parking on sidewalks because it has "gotten really bad." Shared there was ai truck parked along a stone wall on El Main completely blocking the sidewalk.
