QUEENSTOWN COMMISSIONERS SPECIAL MEETNG December 29, 2016 On December 29, 2016, the Commissioners of Queenstown convened a special meeting. President Willis called the meeting to order at 9:02 a.m. at the Town Office. Persons present President Thomas B. Willis, Jr., Commissioner, Holger Schuster, Commissioner George Plumbo, were Town Manager, J. Michael Bowell, and Brynja Booth, Town Attorney. After calling the meeting to order, Ms. Booth advised the Commissioners that Terry Fearins, with USDA had recommended that the Commissioners should apply for additional loan financing in an amount not to exceed $350,000 in order to take advantage ofthe low interest rate of1.875% for 40 years in the event that the Town needs these funds in order to complete the wastewater treatment maintenance building and paving. She mentioned that the Town does not need to accept the loan, but that by applying for the financing, the Town could ensure that the loan proceeds would be available at the interest rate. Ms. Booth advised that as of. January 1s; 2017, the interest rate would go up. After some discussion, Commissioners Schuster made the motion to apply for the USDA loan in the principal amount of $350,000 at the interest rate of 1.875% and to authorize the President oft the Commissioners to sign the Application, the Letter of Intent to Meet the Conditions and the Request for the Obligation of Funds, and any other documents required or necessary to secure the funding. The motion was seconded by Commissioner Plumbo, and unanimously carried. Acting Town Manager Mr. Bowell advised the Commissioners that he was in the process of working on some recommendations on changes in the office, and had some ideas for temporary staff to help in the office to get projects completed, work caught up and ways to restructure the office to: make it more efficient. There being no further matters to consider, Commissioner Schuster made a motion to adjourn the meeting at 9:20 pm, which was seconded by President Willis, which was unanimously carried.
