1 QUEENSTOWN COMMISSIONERS September 28, 2016 PRESENT: Commissioner John M. Bowell, President Thomas B. Willis, Jr. and Commissioner George L. Plumbo, Jr. and approval ofbills tol be paid. WORK SESSION CALLED TO ORDER AT 6:30 P.M. - Review ofcorrespondence packets REGULAR MEETING CALLED TO ORDER AT 7:00 P.M. OPEN DISCUSSION: Pat Sarracho - inquired as to status ofthe fencing, lights and landscaping around the new wastewater treatment plant. He was informed the fence will be moved when construction is complete. We have installed lower watt bulbs in the lights, but a shield fell off. Lane Cole will work on that. Landscaping will be done after new: maintenance building Joe Walder - Heard rumor that ai new parking lot was being constructed across from him at the park, and he is against it. President Willis informed him that it is irrelevant at this time as the land issue has not been resolved. At this time, town isi not doing anything at the park. Mr. Walder advised that was great news and also stated that things have June Collier - lived inl her home for 69 years. She does not see what the problem with Dudley Avenue is. The 200-300 cars per dayusing Dudley is an exaggeration. Sheis Lonnie Anthony - residents see a little more affect living mid-way down Dudley than on the end. Suggested town try one-way from Rt. 18 towards Del Rhodes first and see ift that would work. Commissioner Bowell said Town would experiment for 30 days, put in temporary traffic calming measures on Del Rhodes, and have police heavy to issue tickets for Kathleen Patrick - her dog was on leash when he was killed, and it could have been her hit by the car. She would like to see one way from Main St. to Del Rhodes as well. She worries walking to her mailbox, as cars don't slow down much turning on Dudley from Josephine Horney - There are kids out at alll hours ofthe night, and recently her house has been egged and a window shot with a bb gun. Something should be done. Shel has lived there 42 years and is scared. She saw a young man with a bb gun on the town property recently and is sure he is the one that shot the window but can't] prove it. Commissioner Plumbo reported that town has been working with the State Police and Sheriff's Dept. for more patrols in town. Should she see anything or has concerns, she should contact the police. While some are scared to call in fear ofretaliation, everyone is encouraged to call 911 to report any concern and suspicious activity and they can remain Bill Davis = coach for local baseball team of8-9 year olds. ATTORNEY UPDATES: Brynja Booth At the last meeting, the Commissioners asked for her advice on legal ramifications to close Dudley Avenue. In this case it would be a two-step process. First step would be to temporarily close the road for 30 days, as indicated by the Commissioners, by resolution. Ifit became more permanent than that, then there would be a public hearing and it would be closed permanently by ordinance. She drafted proposed Resolution 16-104, which would close Dudley Avenue on a trial basis for 30 days. After introduction and discussion, Commissioner Bowell motioned to adopt Resolution 16-104 "A RESOLUTION OF THE COMMISSIONERS OF QUEENSTOWN TO CLOSE THE SOUTHERN END OF DUDLEY AVENUE TO THROUGH TRAFFIC FOR APERIOD OF THIRTY (30) DAYS TO ASSESS THE IMPACT THAT THE CHANGES HAVE ON VEHICULAR TRAFFIC". Motion seconded by Commissioner Plumbo. Vote: 3- Ms. Booth advised that every 6 years the Critical Area Commission uses GIS to make sure the Critical Areas has not changed. The Dept. ofNatural Resources the Critical Area Commission prepare the map. She recommends the Town Commissioner introduce Ordinance 16-03 AN ORDINANCE OF THE COMMISSIONERS OF QUEENSTOWN TO. APPROVE AND. ADOPT THE. PROPOSED CRITICAL AREA MAP FORTHE TOWN OF QUEENSTOWN PROVIDED BY THE DEPARTMENT OF NATURAL RESOURCES AND THE CRITICAL AREA COMMISSION, AS THE OFFICIAL CRITICAL AREA OVERLAY DISTRICT MAP FOR THE TOWN OF QUEENSTOWN. PLANNING: Commissioners and Planning Commission would like to recognize the 10+ years of service given by Don Regenhardt. Commissioner Plumbo will invite Mr. Regenhardt to our October 26h meeting where he will be presented with a plaque and Proclamation. 3 FINANCE COMMITTEE: Patricia Bowell Highway User Report is completed and sent to State Insurance for WWTP - we have a blanket overall policy for indebtedness until we take over, at which time becomes commercial property. John Foster arrived late and requested time to speak: He said gardens watered with town water cannot be considered organic due to chlorination. He stated the QA County Health Dept. would allow shallow wells ifthe town permitted it. President Willis advised he personally spoke with John Nickerson WO informed him that shallow wells permitted ifo on 5 acres or more. He cannot find minutes on the website - Clerk informed him they were there, and offered tos show him how to navigate the site to find them.
