QUEENSTOWN COMMISSIONERS SPECIAL MEETNG March 8, 2019 On March 8, 2019 the Commissioners of Queenstown convened a special meeting. President Willis called the meeting to order at 1:33 p.m. at the Town Office. Persons present were President Thomas B. Willis, Jr., Commissioner Alton Hardee, and Town Manager/Clerk Amy Moore. After calling the meeting to order, President Willis motioned to enter into a Closed Session at 1:34 p.m. for the purpose of meeting with landowner Peter Dudley to discuss the acquisition ofi real property for a new water tower. Motion seconded by Commissioner Hardee. Vote: 2-aye, 0-nay. At 2:06 p.m., President Willis motioned to adjourn the Closed Session. Motion was Aftera a short break, President Willis reconvened the special meeting at 2:22 p.m. Al Miller, Northern District Manager for Tidewater Utilities (White Marsh) and Paul Peris, Director ofMaintenance, Tidewater Utilities (White Marsh), were present at the request of the Town Commissioners to discuss several issues concerning the water and wastewater seconded by Commissioner Hardee. Vote: 2-aye, 0-nay treatment plants. Commissioner Hardee asked why they rotate their operators every three months. The Town feels that just as an operator gets to know our systems, it's time to move them out. Mr. Miller advised that it is hard for them to set just one operator to a facility. They have ten operators within their company and they are set on a three month rotation. The operators that come here mainly operate and report. They do not make any decisions. He advised that a membrane plant usually runs itself. They have two senior operators who look online on how things are running and they are the ones who make decisions to make any changes to operations. The Commissioners asked if we could have an operator designated here for six months at a time. Mr. Miller advised he would take under consideration and look into things before giving us an answer. Mr. Peris stated that the more training and exposure their employees can get is key, but certainly not at the detriment of our plants. The second concern is the lack of any prevemativemainterance program. Wel have never had one, even with our prior operator. Mr. Miller advised that they have taken some action in maintaining certain pieces of equipment, but agreed that not all are under any program. Mr. Peris advised that they can set up a PMP for the Town. They have a work and asset management program they can use to list all ofthe town equipment to be serviced on a regular basis, enter into their system, and generate a work order. They will get all the assets together and all information will be made available to us. They will provide an original schedule and then provide a report as we request. They may need to do some evaluations and maintenance on equipment now before it even gets on a schedule. They have a large area of maintenance expertise. All licensed employees are licensed in both Maryland and Delaware. Mr. Miller advised that they have on-call employees that cover holidays, weekends, nights, etc. These people will not always be the actual operator of our plants. Because the town has concerns with one specific employee, they have not been able to send him here for coverage. This puts al burden on their staff, especially Vern Vonville, who has to essentially be on call for two weeks straight. President Willis motioned to enter into a Closed Session 3:04 p.m. for the purpose of discussing a personnel issue and contract matter. Motion seconded by Commissioner Hardee.
