Minutes ofTown Council Meeting January 9,2018 Glasgow Public Library Council Members Present: Sonny Williams, Andy Ryan, Mike Turner, Andrea Bradley, Also Present: Town Manager Bill Rolfe, Mayor Ruby Clark, Sr. Admin. Assistant Jane Higginbotham, Town Attorney Tommy Simons, Town Sgt. Poole, Town Treasurer Guests Present: Michelle Trout, Rockbridge County Clerk oft the Court; Lisa Perry with The Pledge of Allegiance and al brief! prayer were. led by Mayor Ruby Clark, Swearing In ofMayor, Council Members by Rockbridge County Clerk of Court Michelle Trout, Rockbridge County Clerk of Court swore in Ruby Ogden Clark as Mayor, and Andrea Bradley, Monica Dock and Greg Hartbarger as Council Members. Greg Hartbarger, Monica Dock Steven Drasye The News-Gazette; Christy Hartbarger. Mayor Ruby Clark called the meeting to order at 7:00 PM. Public Comment: None. Review ofMinutes: Motion by Andrea Bradley and Seconded by Mike Turner to approve the minutes for Regular Council Meeting December 12, 2017. Carried unanimous voice vote. Consideration of Bills: None. Police Report: Town Sgt. Angel Poole stated she had 23 calls for service, mileage was 885 miles, had sic (6) citizen assists, worked out seven (7) cases on bad checks, gave out ten (10) summons, six (6) warnings, did eleven (11) business checks. Sgt. Poole stated she participated in the local FOP's program, Shop with a Cop, for Christmas at Wal-Mart. Sgt. Poole stated toys were purchased for 26 children. Sgt. Poole stated she has started again on the inoperable vehicles. Sgt. Poole stated has two (2) streets left on the north end ofTown and then will begin again. Sgt. Poole stated she is still chasing buzzards. Mayor Ruby Clark and' Town Manager Bill Rolfe thanked Sgt. Poole for her time spent on the Toys for Tots. Sgt. Poole stated she received a lot ofi nice donations this year. Sgt. Poole stated 180 children received gifts. 2 Treasurer Report: Town Treasurer Steven Drasye stated Council has a copy of the Revenue and Expense Report for December 31, 2017 int their Council packet. Treasurer Drasye stated the General Fund revenues were $43,444.00 higher than expenditures. Treasurer Drasye stated Water Fund expenditures exceeded revenues for the period by $35,994.00. Treasurer Drasye stated Water Fund expenditures included the $81,268.00 loan payment to the Virginia Resource Authority. Treasurer Drasye stated the Sewer Fund revenue for the period exceeded the Sewer Fund expenses by $13,777.00. Treasurer Drasye reported that major general fund revenues that will come due the last two (2) quarters oft the fiscal year consist ofb business tax license and motor vehicle tax. Commitee/Commision Reports: None. Old Business: A. Abandoned/Unoceupied Property. Town Manager Bill Rolfe stated most oft the owners are willing to work with the' Town. Town Manager Rolfe stated three (3) of the houses have liens on them. Town Manager Rolfe stated he is going tot talk to the Fire Department to see ifthey will burn the houses for a fee. Town Manager Rolfe stated an asbestos inspection will still have to be done first on any houses to be demolished. Town Attorney Tom Simons stated some oft the houses need windows repaired, some: need to be sealed off. Town Attorney Simons stated he is hoping the owners will cooperate sO we can stay out of court. Town Manager Rolfe stated we are at the point now to write a strong letter stating they need toj present a written plan to Town Council within 30 days what they are going to do. Town Attorney Simons stated our Town Code says ift they do not reply in 30 days, the Town has the authority to remove the structure from the property. Councilor Greg Hartbarger asked what is the Town Code's definition of nuisance. Town Attorney Simons stated the Town Code says when you receive a letter identifying your property as a nuisance and you do: noti respond within the 30 days, the Town willj proceed with removing property and bill you for tax purposes. Councilor Sonny Williams asked ift there has been any response from the companies who hold judgments on the Walker property. Town Attorney Tom Simons stated they received the certified mail receipts where the letters had been B. New Generator @ WWTP. Town Manager Bill Rolfe stated we received $2,414.25 on gov.deals for the old generator. Town Manager Rolfe stated wel had toi fill the new one with fuel and test it to make sure working properly. Town Manager Rolfe stated we: received a grant to seal two (2) abandoned wells. Town Manager Rolfe stated the town employees tore the brick buildings down SO the C. Rockbridge Global Village. Town Manager Bill Rolfe stated he met with Dusan Janjic and his son Stefan. Town Manager Rolfe stated they are working on the information requested from Town Council. Town Manager Rolfe stated he told them we will charge $25 plus cost of copies to put their advertisement in the water bill. Town Council stated they do not want to start advertising for received and signed for. contractors can get close to the wells to abandon them. 3 businesses. Councilor Greg Hartbarger stated we can charge them $25 to sell them our mailing list. Councilor Andy Ryan stated they need to try to use the current tower that is in Town. New Business: None. Other: Town Manager Bill Rolfe stated a resident fenced in the Town'si right-of-way on Powhatan Street. Town Manager. Rolfe stated he told her she is going tol have to remove it. Councilor Mike Turner thanked all the Council members for touring the abandoned properties. Town Manager Rolfe stated Town Attorney Simons will bring the information on an ordinance for golf carts to the February meeting. Town Manager Rolfe stated the Fire Department and Rescue Squad will give their annual reports at the Mayor Ruby Clark stated Town Hall will be closed Friday, January 12, 2018 and Monday, January 15, 2018 for Lee/Jackson Day and Martin Luther King Day Motion by Mike Turner and Seconded by Andrea Bradley to adjourn.
