Jane  Barrett McFaddin, Greg Hartbarger  Higginbotham  Absent: Town Attorney Tom Simons  Guests Present: Carolyn Bradley with the News-Gazette, Susan Wood, Joyce Wyche Carter, Sterling Stores, Gloria Young, Edna Alexander. Jones, Benita Fitz, Wilma Long, The Pledge of Allegiance and a brief prayer were led by Mayor Ruby Clark. Mayor Ruby Clark called the meeting to order at' 7:00 PM.  Connie Rosser Robinson, Jeff Rankin, Reese McClanahan  Reports and Updates: A. Old Business Updates  1. FY20 Water Rates, Trash Rates, and Budget Discussion (30 Minutes) Town Manager Eric Pollitt stated to Council you have been reviewing this budget since April and heard the comments and conçerns from citizens at the public hearing last week. Mr. Pollitt asked ifCouncil had any comments, questions, or concerns and stated this was the time to address them. There were: no comments,  questions, or concerns from Council.  Action Items: A. Old Business  1.FY2020 Water and Trash Rates  Town Manager Pollitt stated this was a 5% across the board increase in water rates Motion by Andy Ryan and Seconded by Sonny Williams to adopt the new water and refuse: rates as advertised and presented at the June 11th Public hearing.  and a $1.50 increase ini trash rates from $3.00 to $4.50.  Voice Vote as follows: S. Williams - Yes A. Bradley - Yes  A. Ryan- Yes G. Hartbarger-) Yes  A. Britton-No B. McFaddin - Yes  Motion Carried with five (5) affirmative votes and one (1) negative vote.    2  2. FY2020 Operations Budget and Tax rates  This item was tabled until the. June 20, 2019 Council meeting.  Motion by Aaron Britton and Seconded by Andrea Bradley to adopt the FY2020  budget, set rates, and appropriate funds. Voice Vote as follows: S. Williams - Yes A. Bradley - Yes  A. Ryan = Yes G. Hartbarger - Yes  A. Britton - Yes B. McFaddin - Yes  Motion Carried with unanimous voice vote.  3. Resolution to Adopt the FY2 2020 Operations Budget, Set the Tax Rates, and  Appropriate Funds  Councilor Aaron Britton read the Resolution: and control the Town's fiscal plan for FY20; and,  WHEREAS, it is the responsibility of the Town Council of Glasgow Virginia to approve WHEREAS, the Town Council has received numerous staff reports; received comments from residents at a duly advertised public hearing on May 14h, 2019; and has reviewed NOW, THERLFORE, BE IT RESOLVED by the Town Council of Glasgow Virginia this 20th day of June 2019, that the Town of Glasgow budget totaling $1,053,582 is adopted and the tax rates for FY20 or. July 1t2019- June 30th2 2020 set as given below:  each: request for funding;  2018 TOWN TAX: RATES  Real Estate Mobile Homes Public Service Corps. Personal Property (Residential) Personal Property (Business) Personal Property (Public Utilities) Machinery and Tools  $0.185 per $100ofassessed value $0.185 per $100ofassessed value $0.185 per $100ofassessed value $0.85 per $100 of assessed value $0.85 per $100 of assessed value $0.85 per $100 of assessed value $0.60 per $100 ofa assessed value  BE IT FURTHER RESOLVED that the Town Council does hereby budget and appropriate to the TOWN OF GLASGOW OPERATING BUDGET the following  revenues and expenditures:    3  REVENUES Personal Property Tax Real Property Tax Other Local Taxes Penalty & Interest Permits/Fees Fines & Forfeitures Interest Income Other Revenue Misc. Voice Vote as follows: S. Williams - Yes A. Bradley - Yes  A. Ryan - Yes G. Hartbarger- - Yes  A. Britton - Yes B. McFaddin - Yes  Motion Carried with unanimous voice vote.  Mayor Ruby Clark recognized Susan Wood. Ms. Wood requested next year from Council to have the previous year's budget, the current year's budget, and the proposed Motion by Andy Ryan and Seconded by Sonny Williams to adjourn the meeting at 6:10  next year's budget for comparison.
