CITY OF SCHULENBURG SCHULENBURG, TX June 25, 2024 The City Council of the City of Schulenburg met in a Preliminary Budget Meeting on Tuesday, June 25, 2024, at 4:00 P.M. int the Council Chambers located at 607 Upton Avenue, Schulenburg, Texas. The elected officials present included Mayor, Connie Koopmann, Alderwoman, Kathy Kleiber, Aldermen, Frank Wick III, Roger Moellenberndt, and Clarence Ahlschlager. City Staff present were City Administrator, Tami Walker, Operations Manager, Darryl Moeller, Police Chief, Troy Brenek, Accounts Payable /Municipal Court Clerk, Julie Cernosek, and City Secretary, Mason Florus. Visitors included Ivàn Velasquez. Mayor Koopmann called role. Mason Florus said a prayer over the meeting and its members. Mayor Koopmann led the Pledge of Allegiance and the Texas Pledge. Mayor Koopmann stated that she wished to address Item B first. Mayor Koopmann led discussion on moving into temporary housing and closing City Hall. Mayor Koopmann informed Council that the rain waters on June 19th, flooded City Hall and for the safety of City Staff and citizens, City Hall will have to temporarily relocate while the damage Mayor Koopmann and staff toured the old 3D Belt building on Huser Boulevard, and Leon John's Inc. at 605 Upton. Mayor believes that Leon John's Building is a lot closer to City Hall, a Mrs. Walker shared pictures of the damage to City Hall. She stated that Leon John's building would be 3,000 square feet for City Offices, Leon John asks that we install 2 lockable doors to Leon John is asking $2,000 a month rent plus splitting utilities. The 3D Belt Budling asked Mrs. Walker concluded that an attorney is working up a 3-year lease agreement. Alderman Wick asked if we would offer a grace period after the City closed. Mrs. Walker isf fixed. Alderman Moellenberndt made a motion, seconded by Alderman Wick, to temporarily move City Hall to 605 Upton Ave., close City Hall Friday June 28th and reopen at 605 Upton on July 5th. Night drop will remain the same and a grace period will be given unti! July 22 for utility customers, then normal procedures will resume. The motion passed unanimously. Mayor Koopmann announced that she was looking to next discuss Item C. Mrs. Walker led discussion on the design, engineering, repairing, and restoring of City Hall Mrs. Walker explained that the asbestos report came back negative along with the mold test. Mrs. Walker invited Council to look through the reports provided by the building inspector who Mayor Koopmann announced Council will take no action until the City receives the structural Mayor Koopmann led discussion on Item A, FY: 2024-2025 preliminary budget and proposed Mrs. Waiker handed Council project lists, she stated that Darryl and Glenn Polasek got together and cut multiple projects in an effort to conserve. She also wants to increase the Christmas lights by $15,000 Mrs. Walker concluded that the City is reaching out to the Attorney ont the matter with the road at Mayor Koopman asked about a loader listed, Moeller answered that it will be a front-end loader There is also money in the budget for maintenance for the new generators located at the police Alderman Wick asked if employees receive any reimbursement for footwear.
