MOUNT. JOY BOROUGH COUNCIL June 3, 2024, Minutes The Mount Joy Borough Council held its regular meeting on June 3, 2024. President Hall called the meeting to order at 7:00 PM. Roll Call- Present were Councilors Matthew Crider, David Eichler, Lu Ann Fahndrich, David Greineder, Brucel Haigh, William Hall, Philip Kark, Brian Youngerman, and Mayor Timothy Bradley, Jr. Staff present were Borough Manager, Mark G. Pugliese 1; Assistant Borough Manager/Financial Director, Jill Frey; Public Works Director, Dennis Nissley; Codes and Zoning Officer, Brett Hamm; Grants, Projects, and Community & Economic Development. Administrator, Rachel Stebbins; Sergeant Scott Drexel and Administrative Assistant, Lisa Peffley. Councilor Mary Ginder and Police Chief, Robert Goshen were absent. Mayor Bradley gave thei invocation, and the Pledge of Allegiance followed. Hall announced there was no Executive Session held outside of the prior Council meeting. On a MOTION by Eichler, and a second by Kark, a request was made to accept the agenda for June 3, 2024, Borough Council meeting. An AMENDMENT by. Haigh, and a second by Youngerman, to delete 13d, it is a duplicate of 13c. Amendment passes. An AMENDMENT by Fahndrich and a second by Greineder, to delete 12d. Amendment passes. Tony Monaco, 236 Lakeside Crossing, commented on the handicap ramps in the Lakes Development and his concerns with some oft them. He said over the past year hel has been in contact with the Public' Works Department and provided them Ned Sterling, 13 W Main St., said there were a few items in the packet that he had questions on. He asked about the Lancaster County Planning Commission meeting and what that was and who is the Borough's representative and the location. He askedi ifthe Borough willl be reapplying for T-Mobile Hometown Grant. Also he, askedi if there are any updates on the Jury and Darrenkamp properties on El Main St regarding the code's violation at those properties. Report of the Chief of Police Robert Goshen, Police Chief, provided a written monthly report for April 1, 2024, through April 30, 2024. The report showed 36 traffic arrests and 26 criminal arrests for the month. There was a total of 651 incidents for the month of March, with a total of2,513i incidents year to date. Sergeant Scott Drexel was present to answer any questions in Chief Goshen's absence. The Mayor would like his comments on the terms and the process of figuring out the affordability of the proposed new Municipal Building added to the May minutes. On a MOTION by Eichler, and a second by Youngerman, a Deering said at the last meeting they spent most oft the meeting going over all change orders that were not addressed yet and needed some clarification for Crabtree before the documents went outi forb bid. He said that the May 21st Public Meeting only had one person from the public and one person from Council/Staff attend. He told Council documents are out for bid On a MOTION by Youngerman, and a second by Kark, a request was made to adopt Resolution 2024-13, a resolution showing the intent to allow the suspension of banner across East Main Street for Fire Department Mount Joy's recruiting On a MOTION by Youngerman, and a second by Kark, a request was made to adopt Resolution 2024-14, a resolution On a MOTION by Fahndrich, and a second by Crider, a request was made to approve the road closure for the Ginger On al MOTION by Fahndrich, and a second by Crider, a request was made to approve the closure of Delta Street between Main Street and Henry Street along with the Borough parking lot on Henry Street at Delta Street for National Night Out sponsored by' Voyage Mount. Joy on Tuesday, August 6, 2024, from 6:00 to 8:00 pm. Motion carries unanimously. On a MOTION by Fahndrich, and a second by Crider, a request was made to adopt a policy that event organizers are responsibility to provide thel Borough with a Certificate ofl Liability naming the Borough of Mount Joy as an additional insured for said even. After some discussion, Hall handed the gavel off to' Vice President Greineder. An AMEDMENT by Hall, and as second by Haigh, strike the words "adopt a" and substitute the word "provide" and after the word "policy" add the words "guidance to staff", sO it would read "consider a motion to provide policy guidance to staff". Report of the Public Works Committee Ona al MOTION by Haigh, and a second by Greineder, a request was madet to approve installing CIPPI liner in the stormwater pipes on School Lane between Rt7 772 & Pinkerton Road. Motion carries, Hall voting No. Discussion regarding non-compliant. ADA ramps in the Lakes Development. Haigh said at the last Council meeting that the Public Works Committee was tasked to do some evaluations on individual curb ramps. The Committee provided some pictures and letters from the Solicitor on her opinion on who is responsible for upgrading the ramps. Hall feels that the Borough is responsible for the ramps.
