TOWN OF GEORGETOWN BOARD OF SELECTMEN June 11,2024 Regular scheduled meeting minutes CALLTOORDERPLEDGE OF ALLEGIANCE The Georgetown Board of Selectmen held a work session regarding the Georgetown Police Dept. at 4:30 p.m. prior to the regular scheduled meeting on Tuesday, June 11, 2024. The meeting was held at the Georgetown Town Hall, 404 6th St. with the option to join virtually. The meeting was streamed live via the town website: wowpogcorctoNnus hosted by Town Clerk, Jennifer Yobski. Police Judge Kelsey called the regular meeting to order at 6:00 p.m. ROLLCALL Police Judge Kelsey took the roll call, Selectmen answering in-person were Amanda Cooper, Rob Connell, Jon Jennings, Dwayne Goscinski, Mary Smith, and Rich Barrows. STAFF Town Administrator: Rick Keuroglian, Town Attorney: Gerald Dahl, Acting Marshal Jon Gaskins, Town Treasurer: Mary Sims, Assistant Town Administrator: Kazia Hart, and Town Clerk: Jennifer Yobski AUDIENCE: Bob Hamilton Jaime LaCrosse, Jake Cooper, Leonard Dietz, Gary Haines, Steve Potts, Gary & Anne Wilkins, Diane Anderson, Katy Avert, Mike Huggins, Lexi Berger, Deborah Butler, Cindy Neely, and Virtual attendance: Craig Abrahamson AGENDA APPROVAL Amendment: Delete: Agenda Item #4- Police Chief position Add: Forming of an Administrative Policy Review Committee. Selectman Goscinski made a motion to approve the June 11, 2024, agenda as amended, second by Selectman Cooper, and the motion passed with unanimous vote. AUDIENCE BUSINESS Jaime La Crosse, 200 Rose St., appeared and read a letter in support of Acting Marshal Gaskins receiving the Town Marshal position, and it contained 106 signatures ofs support. Gary Wilkins, 505 2nd St., appeared and thanked the Board of Selectmen for their time and efforts and expressed support of Acting Marshal Gaskins receiving the Town Marshal position. Jake Cooper, 1208 Griffith St., appeared and read al letter in support of Acting Marshal Gaskins receiving the Town Marshal position. Page I 6-11-24 Steve Potts, 247 Clear Creek Dr., expressed support for Acting Marshal Gaskins receiving the Town Marshal position. He was concerned with the amount of time the Board is taking to fill the position and requested Gaskins be able to hire an officer to work under him, sO he is not the only Katy Avert appeared and spoke of support for Acting Marshal Gaskins receiving the Town Deborah Butler, 1760 Skyline Dr., expressed support for Acting Marshal Gaskins receiving the Diane Anderson, 401 4thSt., asked the Board why it is looking outside ofTown to fill the position? Police Judge Kelsey stated she will explain later in the meeting. Lexi Berger, 708 7th St., expressed support for Acting Marshal Gaskins receiving the Town Police. Judge Kelsey explained to the audience that the Board felt like it needed to see what type ofcandidates were out there for the Town Marshal position, sO it hired KRW Associates, which isac consulting firm that specializes in hiring law enforcement for municipalities. She stated that this does not have anything to do with lack of trust for Gaskins but wants to make sure the correct choice is made for the position. An ordinance is being created to change the title oft the position from Town Marshal to Police Chief, which they feel will bring in more candidates. The process is taking longer because the first round of advertising had only two applications submitted, sO they decided to extend the hiring period. Highlights from the report included the completed work was within budget, trees will be planted next week, finishing touches will be completed by July 4, 2024, and the parking lot will be done completed after the 4thofJuly holiday. Ordinance #7 (Series 2024) First Reading AN ORDINANCE AMENDING SECTION2 2.24.010 OF THE GEORGETOWN MUNICIPAL CODE CONCERNING LAW: ENFORCEMENT The ordinance changes the Town Marshal position to be named Police Chief. Selectman Goscinski made a motion to approve Ordinance #7 (Series 2024) on first reading, second by Selectman Connell and the motion passed with unanimous vote. Two bids were submitted for stationary license plate readers, one from Flock Safety, and the other from Motorola Solutions. Bids were also requested from Rekor and Rhombus, but they Itwas mentioned that Flock Safety shares the information from the readers with multiple counties. Acting Marshal Gaskins stated there is a common policy for the readers and it will be Mr. Keuroglian stated that there is an annual lease for the readers that is subject to change. This will include Town Administrator, Rick Keuroglian, Selectman Connell, Selectman Smith, one additional staff employee and one person from the public. Letters ofintent must be received by noon on Friday, June 21, 2024. Police Report- Acting Marshal Gaskins The report was in the Board packets and Acting Marshal Gaskins highlighted from the report that the town has increased visitors with summer starting. He has been patrolling more at night with the recent thefts in town. He is continually working on the two investigations, one is for the theft oft the razors and motorcycles, and the other is theft of packages from at least one residence. Page 3 6-11-24 Gaskins mentioned that Kim Hill now has access to the Open Fox software program and is in the process of being designated as the CCIC Coordinator for the Georgetown Police Dept., which allows them to be independent oft the sheriff's office. She will be in training for NCIC/CCIC. The Road & Bridge Dept. needs two snowplows and a sander, and the Board decided to use some oft the American Recue Plan Act (ARPA) funds for the purchases. Lampert Hitch Inc. Selectman Connell made a motion to approve the revised quotes from Lampert Hitch Inc. for two snowplows and one sander not to exceed $27,477.68, second by Selectman Smith Approval of snowplows and sander not to exceed $28,000 submitted quotes. and the motion passed with unanimous vote. Resolution #7 (Series 2024) - Gateway Argentine St. North Project Al RESOLUTION OF THE BOARD OF SELECTMEN FOR THE TOWN OF GEORGETOWN, COLORADO AUTHORIZING THE TOWN'S POLICE JUDGE AND TOWN CLERK TO EXECUTE A CONSTRUCTION AGREEMENT WITH JALISCO INTERNATIONAL, INC. FOR' THE GEORGETOWN GATEWAY ARGENTINE Cindy Neely, Town Consultant, for the Gateway Argentine St. North Project appeared and explained that only two bids were received, and they came in higher than what was budgeted for the project. She told the Board that the key items for the legacy project are the sidewalk, streetlights, safety on the street, and that the bike path could be removed from the project if the funding isn'tavailable. Deleting the bike path would require a new application and review by CDOT. Ms. Sims confirmed that there are funds for the bike path. The Board agreed to use the remainder APRA funds for this project. The Town is choosing not to do a change order because the Town would lose its DOLA grant money due to the delayed time involved. 1.3 3rd WHEREAS- change to read "Gateway Argentine Street North Project". Ouote from ESI to resurface Main St. from 14th St. to Clear Creek Dr. not to exceed The Town received a quote from Elite Surface Infrastructure (ESI) to resurface Main St. from Selectman Connell made a motion to approve the quote from ESO for $123,245.00, second $178,697.50 14th St. to Main St. for the cost of $123,245.00. by Selectman Barrows and the motion passed with unanimous vote. Highlights from the report: Filling potholes all over Town. When the motor grader is returned, we will start grading the gravel roads and start removing the hard patches on gravel roads as well and removing the potholes and grading down Biddle Street. Executive Session commenced at 7:32 and concluded at 8:53 pm. Selectman Smith made a motion to direct the Town Administrator to bring relevant financial information to the Board's next meeting to enable the Board to consider a stipend for the. Acting Marshal, second by Selectman Connell. Adopted unanimously. Selectman Connell made a motion to direct the Town Administrator to prepare options for the Board of Selectmen to consider for hiring additional police officers to assist the Acting Selectman Smith, second Connell, to approve expenditure of additional funds to enhance the job posting for the Town Marshal position, second by Selectman Connell.
