Commissioner Brannon opened the meeting with prayer. Chairman Seay led the group in 2024, at 9:30 a.m. at the Geneva County Courthouse in Geneva, Alabama. the Pledge of Allegiance. There were: no elected officials requesting to make public comment. There were no citizens requesting to make public comment. Chairman Seay called the roll, and the following members were present: Commissioners Weston Spivey, Todd Brannon, Bart Wilks, and Wade Fulford. County Attorney, Phil Eldridge; Engineer, Justin Barfield; Assistant Engineer, Mike Shirah; and County Administrator, Cindy Williams was also present. The following business was transacted: MIINUTES OF THE MEETING NEW BUSINESS: 1. Approve Minutes ofMay 28, 2024. Commissioner Brannon made ai motion to approve the minutes ofMay 28, 2024. Commissioner Fulford seconded the motion. Vote was 4-0. 2. Bids were opened for digitization of records in the Probate Office. Three bids were received. Business Systems and Consultants, Inc. USI Imaging, Inc Kofile Technologies, Inc $126,013.23 $120,512.71 $161,145.56 (but no bid item 4 on the bid form) Commissioner Spivey made ai motion to tentatively accept U S Imaging, Inc as the low bidder, contingent upon review by Attorney Eldridge to ensure all documentation is in order and the Commission will adopt ai resolution. Commissioner Brannon seconded the motion. Vote was 4-0. Attorney Eldridge stated that he would prepare a resolution for the Bids were opened for lime rock for Road & Bridge department. One bid was received. Commission to adopt onçe. he reviewed the bids. Mohawk Valley Mining #57 Stone FDOT/ALDOT Certified Road Base $18.00 per ton $27.50 per ton $25.00 per ton #3 Oversize (3" with no fines) Commissioner Fulford made a motion to accept the bid from Mohawk Valley Mining for lime rock. Commissioner Wilks seconded the motion. Vote was 4-0. I STATE OF ALABAMA COUNTY OF GENEVA OLD BUSINESS: None REGULAR SESSION June 10, 2024 STAFF REPORTS: Sheriff: Sheriff Helms was not present. County Administrator: Administrator Williams discussed overtime rules because of some issues with an employee from Road & Bridge department working on1 the holiday. Mrs. Williams said she had been working on the 2025 budget and asked the Commission to consider an increase in Solid Waste rates beginning January 1,2025. The last increase was. January 1,2020. The current rate is $14.00 per month, which is $3.00 lower than any of the surrounding counties. The Commission will consider this request and vote later. Mrs. Williams also stated without the one-cent transfer from the Jail Fund the Road & Bridge department would not be able to sustain their expenses. Payments on equipment and bond payments deplete a portion ofhis revenues. Chairman Seay stated that the Road & Bridge department was in need or new backhoes and we would have excess American Rescue Plan funds to expend. This would keep the department from financing new equipment and adding to the debt. Commissioner Spivey made a motion to allow the Engineer to order two backhoes to be paid from the American Rescue Plan funds. County Engineer: Engineer Barfield stated that right of way mowing began last week. One oft the individuals that has been working on this project has not worked ini two weeks Assistant Engineer Shirah is working on plans for the L. Vaughn bridge. The Engineer anticipates hearing from the State this week regarding funding for this project. The department is constructing a ramp for the Line Road bridge for CDG drill rig operator to conduct boring. Mrs. Stafford that oversees the church property adjacent to the bridge signed an easement last week allowing the department to access the bridge site through their property. Commissioner Fulford asked ifthere was any way to salvage old timber from the bridge to use for repair on other timber bridges. Mr. Barfield stated it was aj possibility but there was al lot ofmaterial on the yard for repairing timber bridges. Commissioner Spivey asked how many driveway pipe installations were open. Mr. Barfield stated that they are at the lowest in years. County Attorney: Mr. Eldridge had nothing additional to report. 2 STATE OF ALABAMA COUNTY OF GENEVA REGULAR SESSION June 10, 2024 Commission Chairman: Chairman Seay asked ift the Commission would approve Attorney Eldridge sending a letter to Catalis regarding credits owed from Syscon. Catalis purchased Syscon and we. had credit due us from Syscon which was never paid. The Accounts Payable department has had several interactions with Catalis and Attorney Eldridge previously spoke with an attorney with Ingenuity, but we still have not received a check for the credit amount. Commissioner Wilks made a motion to allow Attorney Eldridge to write a letter to Catalis regarding credits due the County. Commissioner JMR+H will bel here June 19, 2024 for ai meeting on the multi-purpose arena. Commissioner Wilks would like for the Commissioners to visit arenas in the surrounding area sO they will have ideas to present to JMR+H on what the Commission would like for Transition to fiber at the Road & Bridge department was started last week.
