CITY OF SANCTUARY P.O.BOX 125, Azle Texas 76098 817-221-6016 MINUTES FOR THE SCHEDULED CITY COUNCIL MEETING HELD ON JUNE 4, 2024, 6:30 pm, AT SANCTUARY CITY HALL, 1920 BERKELEY DRIVE, AZLE TEXAS, 76020 I. Call to Order: Mayor Sommers called the meeting to order at 6:30 PM. II. Roll Call: The Mayor and all Aldermen were present. III. Pledge of Allegiance IV. Approval ofLast Meeting' S Minutes: Motion to accept as written, was made by Alderman Gunter, Motion seconded by Alderwoman Cozad; Motion carried. V. Public Discussion: None VI. Regular Items: Discussion and/or Vote A. The rocks in the ditches. When the ditches were cleaned out the last time the county placed rocks in several oft the ditches along Ash Creek South, Glendale, and Live Oak in order to stop erosion until the grass grew back and took hold. Now that the grass is back, the Mayor is seeing where these rocks are now causing water to pond and in some areas, they are impeding the flow of the water. There was a discussion as to how best to get these rocks removed. A Motion to have the rocks removed after the homeowners have been contacted by the Mayor and given their approval was made by Alderwoman Fohl; Motion was seconded by Alderman Gunter; Motion carried. Mayor Sommers will contact each homeowner that may be affected by this to get their approval, or their request to keep the rocks. Alderwoman Cozad will look into having community service providers load the rocks onto a truck and have them hauled off. Mr. Larry Wells indicated he would volunteer the use ofhis truck and would be willing to have the rocks dumped at his property. Updates will be given at the next City Council meeting in July. B. Mayor Sommers noted that he received an email from Fire Chief Moses Druxman asking that the City consider repealing Ordinances 105 and 102 since, after these many months it seems evident that neither the citizens nor the City Council wants to keep these ordinances in place. Fire ChiefDruxman spoke on this request. He was contacted by the then Mayor, Megg Galloway some two years ago to provide ordinances on adopting the International Fire Code, doing inspections, setting fees for services, and outlining burn bans and guidelines. He did sO at the request ofl Megg Galloway. However, these ordinances do not need to be in place in order for Briar Reno Fire Department to continue providing fire services that they have always provided. Hej provided an Amendment to the City'sexisting contract that indicates we would be keeping Ordinance 101, which appoints a Fire Marshall, in place along with the existing contract. Mayor Sommers made note that: : A. The existing Ordinance 101 was not in the proper format, and he will be providing a proposed Ordinance 108 to replace 101 in the July City Council meeting. It will have the same cause and effect ofOrd. 101, but it will be in the proper format for a Type A City, which Sanctuary is. B. Ordinance 102, Adopting the Briar-Reno Policy for Out- Door Burning, had already been repealed and replaced by Ord.# 105-in order to put it into the proper format. C. Existing Ord. # 105 adopts the Briar-Reno Fire Department's policies on outdoor burning. Mayor Sommers suggested that this policy might actually be a bit more lenient than that of Parker Conty's Burn Ban Policies, which we would revert to should Ord. #105 also be repealed. Fire ChiefMoses stated his preference would be that Ord. 105 be repealed. The city would then follow the policies of] Parker County, which we have always done. A Motion to repeal Ordinance 103, Adopting the International Fire Code was made by Alderman Scallan: Motion was seconded by Alderman Valdez; Motion carried. A Motion to table any decision on Ordinance 105, Adopting the Briar Reno Fire Departments Outdoor Burn Ban Policies, until the July City Council Meeting was made by Alderwoman Fohl in order to read over the Ordinance again as well as get a sense from the citizens as to what they would want done; Motion was seconded by Alderman Scallan; Motion carried. C. The Existing Contract with Briar Reno Fire Department A Motion was made by Alderwoman Fohl to approve the Amendment to the existing contract with Briar Reno for their services, with the change of verbiage to show that it is pursuant to the adopted City Ordinances; Motion was seconded by Alderwoman Cozad; Motion carried. VII. VIII. Council Concerns. None City Secretary Report: City Sales Tax collected for the month of May 2024 was $2,253.37. The P&L for April 2024 was presented, and itv was noted that the refund for the original Quick Books renewal was deposited in the bank on May 2, 2024, and will be reflected in May's The production ofthe monthly audit reports needs further discussion with the Mayor as to how to disseminate them to the committee. Business Permit Renewals are doing great with only 4 still outstanding and expected to be in within a week. P&L; there were no questions. IX. X.
