QUEENSTOWN COMMISSIONERS SPECIAL MEETNG May 7,2019 JOINT WORK SESSION WITH PLANNING COMMISSION On May 7, 2019 the Commissioners of Queenstown convened a special joint meeting with the Planning Commission. President Willis called the meeting to order at 6:30 p.m. at the Town Office. Persons present were President Thomas B. Willis, Jr., Commissioner Alton Hardee, Commissioner Holger Schuster, Planning Chairman Phil Snyder, Vice-Chair Matt Reno, Paul Cain, Mike Bowell, Town Attorney Lyndsey Ryan and Town Manager/Clerk Amy Moore. Mr. Barry Waterman was present to give a presentation on his concept plan for developing Wheatland's. The project needs to be profitable and good for the town. There is no developer interested in big box development, SO they had to rethink what they can do. They came up with ai mixed use walkable community. Highlights include: Diverse housing types Affordable housing Varied lot sizes Varied access Lots of open space Community scale streets to discourage sppeding 6commercial pads in the first phase Approximately 200 mixed style homes (townhouses, duplexes and single family) *this is Lot of interest in commercial - Wawa/Royal Farms, fast food, and sit down style Mr. Waterman advised that SHA will require right-in and right-out access to the property from Rt. 50 heading east. Westbound traffic would leave by access road to Rt. 18, onward to bound to reduce when considering infrastructure, stormwater, etc. restaurants Nesbitt Road for safe merge onto Rt. 50. Matt Reno stated he likes the diversity presented to meet all kinds of housing needs and George Plumbo asked ifa feasibility study had been done, and Mr. Waterman advised no. At this time the plan is only conceptual. The study would bej part of the plan going forward ift the the blending of age groups and architectural style tol keep the character of Queenstown. town wants to move forward. When asked about pedestrian bridges, Mr. Waterman stated that they could be considered Joseph Stevens, attorney for Mr. Waterman, advised that the Comprehensive Plan addresses the property as commercial mixed use with no residential component. The Zoning Ordinance now provides for an array of residential uses in the zone. Options available to the Town are either a text amendment to the zoning ordinance to amend the Planned Regional by the town as part of the trails system. Commercial (PRC) zone, or a zoning amendment on the property from PRC to Planned Neighborhood (PN). There was a suggestion that a citizens advisory committee be considered to come up with ideas, brainstorm, gather participation etc. After some discussion, it was agreed that the responsibility relies on the Planning Commission. Mr. Waterman noted that this project will be very transparent, as it is a very public process, with meetings and hearings with both the Planning Commission and the Town Commissioners. Phil Snyder stated that as Chairman of the Planning Commission he was looking forward to work on this project with Mr. Waterman after direction from the Town Commissioners. Peter Robertson stated he sees that this proposed community doesn't link up to existing Queenstown. There is no real connection, and he feels strongly that to develop a sense of community there needs to be linkages to make that happen. If there was any way it could be integrated into existing Queenstown, he thinks that would be good. Doesn't see easy way for residents to integrate with proposed expansion ofRt. 50 from SHA. Mr. Waterman stated that there are a lot of steps to this process and there will be plenty of opportunity for public participation and comment. IfTown agrees with the concept, he would like to put it in the PN zone and move forward. The Commissioners advised that they were in favor of Mr. Waterman submitting a text amendment to amend the PRC: zone with PN components for residential development, as well as an amendment to the Comprehensive Plan. There being no further matters to consider, President Willis made ai motion to adjourn the meeting at 7:41 pm, which was seconded by Commissioner Hardee, and was unanimously carried.
