February meeting. 10-E Budget and Financial Report Board Meeting January 9, 2023 Report for: December 31, 2022 General Fund: $20,331. Total Revenues are $1,097,754. Expenditures: Administration: Police:  City Manager Orr went over the Outside Resources and Fund saying he was waiting tol hear back From the Polk County. Community Foundation ands still waiting tol hear back from the state on the storm water. Hopefully willl have  Assistant City Manager & Finance Officer Julie Osteen went of the Budget and Financial report for December.  Property Tax collections from! Polk and Henderson County of $735,8302"0 disbursement of ARPA funds received- $110,0001 in GF and remainder in' Water Fund. Received our first disbursement of Utilities Franchise Taxes of  Nothing of significance in December.  Total Administrative expenditures total $283,744 (49% of whichi is just under budget) for six months. Police liability insurance premiums increased by $655 with the addition of thet two used vehicles purchased from Repairs on the 2010 Dodge Charger of $6,377, and $2,041 on the: 2018 Charger of at total of $11,808 spent to date.  Henderson County. Al budget amendment willl be presented. Total Police expenditures are $187,352 (43% oft the! budget).  6d distributions have been accrued to the Saluda Fire Department fort this year's Taxl Levy.  Transportation:  Mowing for. July = November of $13,500. Green Street is repairs in the! $22,417 Mtn Laurel trail repairs of $182.  Pace Street repairs $1,006. Maple/Ervin repairs $1,799. Culipher $4,798 Coates $19,163 Parking costs $1,618  Clearing of Brush $8,285 6months of Garbage fees for GFL.  911 Re-addressing costs of $8,900 Total transportation $101,265 (50%)  Board of Commissioners Regular Scheduled Meeting-1 1/9/2023  2    Cultural and Recreation:  Annual maintenance and mulch clean-up has been incurred at McCreery Parki in the $13,274.Library expenses $16,406 of which $4,4 445 ist thei inspection fee for the library elevator and fire inspections of $230 and new lighting and electrical work of $1,922.Pace Park bathroom additional installation costs $2,145 Total Cultural and Recreation  $41,357 (51%). Debt Service:  6month's payments have been made to First Citizens Bank on City Hall. Total anticipated profit  thru December 31 is $316,859.  Water Fund:  Total revenues received through November are $357,135.  Water purchases thru December total $116,488 (72% of budget whichi is 22% over budget). Commissioners willl be looking at the plans and bringi it back to the February Meeting.  15-SDF Report  Lynn Cassey will have a report in February fori the artsi festival and maybe ap permit for top oft the Grade concert.  16- Special Event Permit Revision City Manager Orr went overt thel Permit.  Rewritten Permit to reflect provision to limit non-city sanctioned event's impact on downtown businesses. Went over what was added. The City Attorney will look over it and make af few changes andi ity will be brought back ati the  February Meeting.  17-Coon Dog Day 2023  City Manager Orr went overt the Coon Dog Day 2023. July gth 2023 Discussion to establish Committee and organize for July 8th, 2023. Donating or sponsoring the event. Will talk about it again att thel February meeting.
