Outside Resources and Funds City Manager Steven Orr went over the Nc Budget $160,000 awarded to the City of Saluda through the Division ofWater Infrastructure - Viable Utilities Unit the money will be used for wastewater and water infrastructure. we will sit down with engineer, most oft the work will be done by the city sO that will save money. Any ofthe Budgetary paperwork must 2IPage be approved by an engineer. Went over the American Rescue Plan where some oft the money can be used for this but must be tracked separately. Will Meet with the Engineer this week. 11. Budget and Financial Report Assistant City Manager & Finance Officer Julie Osteen went over the Budget. Budget presentation summary for December 13, 2021 Audit report has been submitted to USDA and accepted. Awaiting acceptance from the LGC. General Fund: 89% C ofbudgeted Property Taxes were collected of $673,278. Sales tax for July and August is $47,346. Paid three months in arrears $57,826 of Garbage Collection received for first 5 months of 2021-2022 - which reflects the change in the garbage rate for September. Total revenues received to date $812,375 which represents 64% ofbudgeted revenues Administration: Maintenance expenditures total $4,319 which includes $1,500 for replacement $395 in replacement light fixtures in City Hall for faulty lights and monthly cameras in City Hall and cleaning services. 3Page Keep in mind, that the City pre-pays workers compensation and property liability Total expenditures were $179,851 which represents 40% oft the budget (still under premiums at the beginning ofthe year. budget). Transportation: Maintenance expenditures of$ $19,792 include summer mowing for July through October plus $2,651 for Park Street culvert repairs, $440 on Curbing for Crescent Street, $350 on Greenville Street maintenance, tree removals on Shand Street of EV Charging station expenses of $264 to install box for wiring of station. Total expenditures were $26,709 which represents 16% ofthe budget. 5 payments have been made to the GFL for garbage collection. $1,600. Sanitation: Cultural & recreation: $8,667 was spent at McCreery Park for newi mulching at Park, pruning trees and new service cleaning at Bathrooms, new corner blocks for Handicap Barrier of $1,000 with labor and $1,500 in LED lights for the Pavilion plus monthly cleaning services. 4/Page Library maintenance total $6,991 includes the $4,000 annual elevator inspection. Total expenditures were $21,814 which represents 30% ofthe budget. Debt Service: 5 payments have been made to the First Citizens for City Hall mortgage. Anticipated surplus due to the pre-payment of Polk County Property Taxes as of November 30 is $317,583. Water Fund: As required by USDA, II have begun trying to separate these as we go. There are some items that will be allocated 50/50 annually = penalties, user fees, etc. Total water revenues of $518,569 which includes $111,066 in American Rescue Plan One area to continue to note ofconcern: Water Purchases are at $92,214 which is 66% of our budget for water. Zoning and Planning Department Report Tyler Walters did a Presentation on the Sound Test for the Noise Ordinance. Tyler and Pisgah AVL did a sound study at three different locations. 6IPage One was at Saluda Outfitters Second was at the Saluda Inn Third one was at McCreery park Went over the findings ofthose. They played the same tracks at each location and did an average for one minute. Checked at 30 feet and 100 feet. Saluda outfitters was a little hard to do because ofthe topography and couldn't do 100ft because ofopen Hwy. 85Db A weighting for a one-minute average was used. Tyler showed some line graphs from the test. Gear used was PA Console Smaart Interface microphone SPL meter 14. Administration Report City Manager Steven Orr went over the Public Works Building that they are fixing to go over the punch list. The Office, Bathroom, Shower and HVAC will go in on the 29th ofDecember due to some delays on getting items. This is done by the city not in the contract. Which should not exceed $40.00 a month. 15. Pace Park Bathrooms We were asked to get quotes for framing and drying in the Pace Park bathrooms. Don Mintz Builders came in as lowest bidder at $10,500.00 that will get it dried in. Commissioner Marion asked that gets it all dried in and City Manager Orr said yes that that would be all except what is considered the finishings. We would still have to have the sheet rock, tile work, paint, and toilets. Commissioner Oxtoby said that There is a volunteer that has donated the tile and the labor. Miss. Glenn Franklin Donated $5000.00 to help with the Pace Park Bathrooms in honor of all ofl Fred Baisden time dedicated to the City of Saluda. Hopefully the Bathrooms will be ready in May City Manager Orr said that the selling of property offIrving St. would help offset the money for the Bathrooms. Finance Officer Julie Osteen said Commissioner Oxtoby made a motion on the Pace Park Bathrooms bid to have them dried in Commissioner Walker second all were in favor. They have had 10,029 visitors come through the center this year compared to 6,615 last year. Arts Festival is May 21s, 2022. Board of Commissioners Review of] Property Subdivision We have an application to subdivide the acreage for Parcel S5-B12 Crescent St. belonging to Hobart Pace /N Mary Pace. Meets all regulations and has been reviewed by the Planning Board. Everything is in compliance with the access, lot size and acreage. Commission Marion Can'tvote on this because he is involved in part ofthe division of the parcel. Commissioner Marion DIDN'T vote on this.
