The Secretary must distribute annually a percentage of ther net amount of excise taxes collected on the sale of malt beverages and wine during the preceding 12-month period ending March 31 to the counties or cities in which the retail sale oft these beverages is authorized int the entire county or city. For the City's distribution in June our calculations were based on the following: Utility Sales Distribution report shows the amount of Sales Tax on Piped Natural Gas pursuant to G.S. 105- 164.44L, Sales Tax on Electric Power pursuant to G.S. 105-164.44K, Sales Tax on Telecommunication Services pursuant to G.S. 105-164.44F, and Sales Tax on' Video Programming pursuant to G.S. 105-164.441 Saluda does not have any piped natural gas; therefore, the City does not receive a % of sales for this (49.44%). Utilities Sales Tax Distributions: and G.S. 105-164.44J is distributed" to local governments. Utilities taxes are distributed based on the utilities sold in a city. category. Board of Commissioners Regular Scheduled Meeting 8 and Public Hearing 12/12/2022 NC Sales and Use Taxes: Sales tax can be distributed based on population or ad valorem levy. Polk and Henderson County determine the method whichi is used for Sales and Use taxes to be distributedi to municipalities within their boundaries. Polk County distributes based on Population. Henderson County distributed based on Ad Valorem Taxes. Saluda's: share of Sales and Use Taxes for Polk County would be greater using the Ad' Valorem Levies over Saluda'ss share of Sales and Use Taxes for Henderson County is already att the higher share. Based on my review of these taxes, the only State shared revenue that you can lobby to change is Polk County's distribution of Sales and Use Taxes. The Board would have to make a request for the Polk County Board of Commissioners to change their distribution method; however, Ido not believe Tryon or Columbus would agree with this change, as their Ad' Valorem levies arel lowert than in Saluda.
