TOWN OF GARLAND MONDAY, ARPIL29, 2024 6:30PM  WORK SESSION OF THE BOARD OF COMMISSIONERS  The Work Session ofthe Board of Commissioners oft the Town of Garland was held at the Garland  Town Hall in Garland, NC on Monday, April 29, 2024, at 6:30pm. The following members of the Board of Commissioners were present:  Mayor Austin Brown, Mayor Pro Tem, Jo Strickland, Commissioner Lee Carberry, Commissioner Anthony Norris, Commissioner Ralph Smith, Town Clerk, Shauna' Harper and absent was Commissioner Timothy Blackburn. Also in attendance were. Attorney Greg Griffin, Trish Gray, AFLAC CALLTOORDER: Mayor Brown called the meeting to order at 6:30pm and welcomed everyone in  representative. attendance.  PIEDGEOFALIGIANCE: was recited by all in attendance.  QUORUM:Mayor Brown and Town Clerk Shauna' Harper established there was a quorum present. Commissioner Smith made a motion to: suspend rules, seconded by Commissioner Carberry,  discussion, motion carried. ADIUSTMENTSJ/ADOPTIONOEAGENDA  Commissioner Norris motioned to accept the work: session minutes from 3/21/2024, Mayor Pro  Tem Strickland seconded. There was no discussion and motion carried.  NEW BUSINESS  Attorney Greg Griffin attended this meeting toi introduce himself, to introduce his qualifications: and express interesti in representing the Town of Garland inl legal matters. He advised thel board ofh his professional career. His experience and knowledge includes, real estate, title insurance, special proceedings, civil law etc. He plans to attend at least 41 meetings ay year and request copies ofthe agenda and minutes for all meetings. He will only be aj phone call or email awayi if needed. Mrs. Trish Gary presented information to the Board of Commissioners about AFLAC. AFLAC offers accident, cancer; and life coverage. She provided several brochures for such plans and provided a Town Clerk Harper informed the Board ofaf fraud safety feature that Southern Bank offers, "Positive The FY2024-2025 budget is in the works. Samantha Wullenwaber with Mid Carolina Regional Council is working with Town Clerk Harper. Thel board will have al budget session with Samantha on Commissioner Norris in aj previous meeting stated, the Board of Commissioners hold a' "clerical" position. In order to be a' "working" commissioner who assist the town projects, they must be on the Commissioner Carberry advised the board that the flowmeter at thel lagoon, by state law, is required to be calibrated once a year. Al business owner requested the fountain be repaired. He offered to assist with the materials and labor to geti it up and running. He would also like to: see the list ofbusiness sign fixed and noticing Tony Porter, Code Compliance Officer w/ Mid Carolina Regional Council submitted a status reporto of properties that he cited for code violations. Her will continue to: monitor the clean ups. The equipment trailerand leafvacuum trailer havel been ordered and are: awaiting delivery. The Powell Bill inspection is upcoming and the named street signs have been ordered and awaiting Mr. Kenneth, the Public Works employee, requested to use his personal phone instead of work phones. He states it ishard tol keep up with two phones. Commissioner Smith motioned to continue using work phones, seconded by Commissioner Norris, there was discussion, motion passed.
