Five bids were received with prices ranging between the lowest total bid at $542,994.80 to the highest at $723,477.00. The base bids ranged from $338,374.80t to $509,180.00. The engineer's opinion of probable cost was $346,776.10 (base) and $215,077.50 (alternate 1) for a total estimated project cost of Due to funding, the City of Bartlett decided to pursue the base bid since the funds The apparent low bid, G2 Company, of $338,374.80 (base) was deemed nonresponsive because they did not follow the instructions to bidders and clearly identify the required information on the bid envelope. The bid was not addressed to Mayor Chad Mees nor The second low bidder was Yoko Excavating, LLC (Yoko) at $344,143.20 (base). The bidder was responsive which triggered a review of their qualitications. After discussion with owner's of the projects they listed, it was determined that the contract should not be awarded to Yoko because 30 of the 4 project owners provided concerning reviews on their execution of the project. 4ofi the 41 project owners identified communication as a major issue. 2ofi the 4 project owners identified timely completion as a major issue. 1ofi the 4 project owners identified quality and negotiating changes as major issues.
