186  City Council Meeting Minutes - September 6, 2022  City Council Chambers, City Building, 16 West Scribner Avenue, DuBois, Pennsylvania on Tuesday, September 6, 2022 @ 6p.m.; Council convened at their regular City Council Meeting with Mayor Walshi in the Chair. Other Council Members present were: Diane Bernardo, James Aughenbaugh (Phone), and Shannon Gabriel. Also present were: City Manager, John "Herm" Suplizio; City Solicitor, Toni Cherry; City Engineer/Public' Works Director, Chris Nasuti; Redevelopment Authority Director/Assistant Public Works Superintendent, Joe Mitchell; Police Ther meeting was called to order at 6 p.m. and the Pledge of Allegiance was led by Mayor  Chief, Blaine Clark and Deputy Treasurer, Tom Nowak. Resolution of Condolence for former City Secretary- Francis (Fran) Lias  RESOLUTION  WHEREAS, the City of DuBois was saddened to learn oft the death of our former Administrative Secretary and exemplary citizen, FRANCES(FRAN)LI LIAS, on August 18, WHEREAS, FRANCES (FRAN)L. Debt Ordinance  City Solicitor Cherry felt this item was addedi ine errort that it should have stated Second and Final Reading of Council Bill No. 1967. Engineer Nasuti stated that as Cherry wason vacation last week we were unclear as to whether orr not a datei fora az 2nd Public Hearing for the Debt Ordinance needed to be set. Cherry stated that nos second hearing is needed, but aftert the Second and Final Reading of Council Bill No. 1967 she will havet to re-advertise. An Ordinance authorizing thei incurring of nonelectorial debt by the City of DuBois through thei issuance ofa a General Obligation Bondi int the aggregate principal amount of not more than eighty-six million one hundred seventeen thousand eight hundred ninety-seven dollars ($86,117,897.00) fort the cost of the construction of a new 5.41 MGD AADF Water Resource Recovery Facility, consisting of a new influent pump station, septage receiving, screening, grit removal, SBR Biological Treatment, Tertiary Filtration, Ultraviolet (UV) Disinfection, Aerobic Digestion, Sludge Dewatering, Administrative Building, as well as ar new access road and! bridget to the site; together with the replacement of 8,000 feet of sanitary sewer and 4,5001 feet of seweri interceptor andt ther rehabilitation of1 1,6001 feet ofs sewer interceptor witht the ultimate demolition of the existing Waste Water Facility; covenanting to pay, and pledging unlimited taxing power for the payment of, the bond; establishing a sinking fund and appointing: a sinking fund depository; fixingt thei form, interest rates, maturity, redemption and other provisions fort the payment thereof; accepting: a proposal for the purchase ofi thel bond; authorizing a filing of required documents with the Department of Community: and Economic Development; ratifying and directing certain actions of officers; andr making certain other covenants and provisions ini respect of the bond was presented for second andi finalr reading.
