Ms. Rummay is upset because she can'th haveas sandbox for Councilwoman Bernardo: askedi ift thisi isj just one neighbor and does she own the cats. Eventually youv would Councilwoman Bernardo told Rummay that wel havel learned that ify yout take all the cats out of an area, other cats will movei in.
