Other Council Members present were: James Aughenbaugh (Phone), Shane Dietz, and Shannon Gabriel. Also present were: City Manager, John "Herm" Suplizio; City Solicitor, Toni Cherry; City Engineer/Public' Works Director, Chris Nasuti; Public Works Superintendent, Scott Farrell; Code Enforcement/Zoning Officer,Z Zac Lawhead; Redevelopment, Authority Director/Assistant Public Works Superintendent,Joe Mitchell; Police Chief, Blaine Clark and City Secretary, Bobbie Shaffer. Absent: Walsh. City Engineer Nasuti put together some numbersi for Council to see regarding the Zonescan Loggers. Mayor Walsh askedi if allt thel leaks havel beeni fixed; Engineer Nasuti confirmed that they have been. Mayor Walsh askedi ift this was treated water that had leaked; Engineer Nasuti Nasuti went on to sayt that we used to bring in Aquatech to search for leaks. The man would come int the spring andf fall, he would listen and we would dig where he thought he heard'a confirmed it had been. leak. It was very costly; we no longer havet that expense. Update on Park, Maple, and Stockdale Park Avenue From Sheetz Store to Maple Avenue Engineer Nasutis stated that Hawbaker's was working on ani inlet today, and willl be working on drains from now until the end of October. On October 26th and 27th we willl begin closing one lane on East Park Avenue fromt the Sheetz storet to Maple Avenue. Dave Roman Excavating is working on thes sidewalks andt they still needt to do thes seeding. This project should be finished by Thanksgiving. Mayor Walsh askedi ift thel lights are ony yet; Nasuti said not yet as they are not Still working on restoration, seeding and driveways. The main road has been fixed; it's much better but not perfect. Dave Roman Excavating should have all restoration finished next week. They willl be working ont the East Scribner water line in Wednesday, Thursday, Friday; its should bet filled with water by the end of the week. Roadway, Curb, and Sidewalk should all be all up. Maple Avenue Mayor Walsh stated that he has drove oni it andi it was much better. Stockdale completed by November 19th. Church, Park, Scribner and Stockdale will all be paved at the same time. Pavers willb be milling on Monday and Tuesday and pave after that. Terri Hess askedi ift the City of DuBois is working with the School District to move bus stops while they are working on the project. Councilman Shane Dietz Councilman Dietzi is happy that ther roads are being fixed. He asked about the New Life Bookstore sight. Nasuti stated thatt the land! has been stabilized and we are bouncing around a streetscape which would makei itr much easier to access the Scribner Packing lot. Ap paving company had her blocked in; but put nos signs up, and no alerts. No one was aware that there was going to be work done. Wondered ifit was the gas company or a subcontractor for the gas company. It was on Cemetery Avenue and State Street behind the apartments on Cemetery. Nasuti stated that most pavers let us know! before they begin working in the area. City Solicitor Cherry's concern is when they don't giver notice, the City cannot address whether Councilwoman Shannon Gabriel they are legit or not when people call. 71 City Council Meeting Minutes- October 12, 2021 Councilman Jim Aughenbaugh City Solicitor Toni Cherry Thank youf for the updates on Church, Park, Scribner, and Maple. Thanked Council for ther reappointment for another four (4) year contract. She went ont to say that it has been ap privilege to serve Council. Shel believes that each person on Council brings something unique tot the table. She alsol likes thef fact that not one individual on Council is out Concerning business, she has a few rightt tol knows but nothing major; Council willl be gettinga a copy of her response tol National Fuel's right tol know. She stated she will not allow ust tol be pulled into a lawsuit but National Fuel needs to be regulated. Wer need tol be able to answer Ask Ms. Hess ift thel letters are helping. Ms. Hess said better than nothing. She believes right from thet first, people misunderstoodi the project. Traffic controll has been al huge problem during thep project. With people now receiving letters updating them on progress, they havea better understanding. She asked ift the City works in conjunction with Sandy Township on updating people on this project.
