DECLARATION OFA QUORUM. AND CALL TO ORDER Withaq quorum present, Mayor Perez called the Council Meeting to order at 3:00 P.M. PRESENT Mayor. John Wright Mayor Pro-Tem Travis Townsend (Joined by ZOOM) Council Member Terry Roberts Council Member Cecil Booth Council Member Christiene Daniel City Manager Chris Whittaker City Secretary Michelle Perez Council Member Tanner Sartin REGULAR/EMERGENCY AGENDA ABSENT 1. Update, discussion and possible action on the emergency situation, and municipal response, and urgent publicnecessity due to the severe weather conditions that resulted in severe property damage and destruction, including downed electrical power lines, and damage to city facilities that impacted the City and its residents on March 15, 2024, creating dangerous conditions for the population. ANY ACTION TAKEN BY CITY COUNCIL SHALL BE AN ACTION ONLY RELATED TO RESPONDING TO THE Jamie Praslicka, Emergency Management Coordinator, addressed Council and gave an update on the storm and the aftermath. Ms. Praslicka stated there are over 1,000 people still without power. American Red Cross will open a shelter at the Recreation Center for those without electricity through the night. Damaged buildings are City Hall, Fire Station, Police Department, Parks, Wastewater Treatment Plant, and EMS. Waste Connections will begin heavy pickup for debris on Wednesday. Lift Station No. 5and No. 2 are down. There were 56 calls for EMS. The lights on Henderson are still not working. Sirens did not sound Council discussed debris pickup and requested staff to speak with Waste Connections Hector Renteria, DirectorofP PubitcWorks,addressed Counciland: stated their focus last night was to get roadways open and their focus today is moving debris and clearing brush. The Wastewater Treatment Plant power is back to normal power. Other cities that sent help were Freeport, Clute, Richwood, Alvin, and Lake. Jackson. The Alvin crew Marth Eighme, Director of Communications and Marketing, addressed Counciland gave an update on the damage at Market Days and stated Market Days will continue through Chris Whitaker, City Manager, addressed Council and stated there are several Lupe Valdez, Police Chief, addressed Council and stated there was a 18-wheeler accident from the wind and the driver was injured, dispatch is inundated with calls, Police stopped responding to alarms, patrol is looking for downed stop signs, and Brazoria County Sherriff's Office sent four patrol units that were released at midnight. Uponamotion byl Mayor Pro-Tem Townsend and seconded by Council Member Daniel, Council approved fence permit fees to be waived due to storm damage. Upon an amended motion by Mayor Pro-Tem Townsend and seconded by Council Member Daniel, Council approved to add roof repair permit fees to be waived due to storm damage. The motion passed on a5-Ovote. Council Member Sartin was absent. because the storm was not ai tornado, it was straight lined winds. regarding the delivery of the debris to the landfill or debris site. stayed overnight, and Lake.
