City of Groveland Minutes City Council Meeting Monday, May 06, 2024 The Groveland City Council held a regularly scheduled meeting on Monday, May 06, 2024 in the E.L. Puryear Building located at 243 S. Lake Avenue, Groveland, FL 34736. Mayor Evelyn Wilson called the meeting to order at 7:01 p.m. with the following members present: Vice Mayor Mike Radzik, Council Members Barbara Gaines and Dina Sweatt. Main Avenue Richard J. Klaas Revocable Trust. Community and Economic Development Director Tim Maslow provided a PowerPoint Presentation as attached to these minutes as Attachment 1. Mr. Maslow reported this item was continued from the April 1, 2024 City Council Meeting. Mr. Klaas had requested additional time 4 MAY 6, 2024 CITY COUNCIL MEETING MINUTES and Council approved the motion to continue for thirty (30) days. Mr. Klaas was asked to provide receipts and proof of property maintenance for the three (3) properties with code liens. To date staff has not been contacted by Mr. Klaas or received any supporting documents. He had not contacted the City since the last Council Meeting. Staff conducted research and found there had been ongoing issues with the property for several years. Staff considered this to be an example of the Broken Window Theory and the lack of maintenance over the years holds that visible indicators of disorder such as vandalism, loitering and broken windows invite criminal activity. Mr. Klaas also was not present for this Council Meeting. Mr. Maslow stated the staff recommendation Mayor Wilson inquired as to putting a hold sO not to accrue fines. City Attorney Geraci-Carver Council Member Gaines stated Mr. Klaas did not fulfil his obligation. With issues from 2011 - 2024, it seems he had made no effort to repair the properties. Council Member Sweatt concurred Vice Mayor Radzik felt it important to give time to Mr. Klaas. Vice Mayor Radzik stated the fact that Mr. Klaas has not reached out to City staff is disappointing. She noted that there was loan forgiveness associated with the loan in the amount of three hundred and six thousand dollars ($306,000) that the City would not have to pay back. The activity was required and needs to be completed by September 2024. Russell inquired what the loan would be used for. Public Comment: Keith Keogh stated it would have been helpful to have had a brief description of this item included on the agenda. Council Member Gaines requested a brief overview of what was being requested to be provided to the public. Ms. Drury reported the resolution authorizes the City to apply to Florida's State Revolving Loan Fund. The fund is a low interest loan program. Fifty percent (50%) of the project Vice Mayor Radzik asked for confirmation that half of the loan does not have to be paid back. Ms. Drury stated this was correct. Vice Mayor Radzik noted the item was necessary. Council Member Sweatt inquired what the interest rate was. Ms. Drury stated it is very low, just costs would not have to be repaid. under two percent (2%). City Manager Hein reported the funds would be used to replace aged lead pipes. There were one thousand four hundred (1,400) applicants. Ms. Hoover stated perhaps next year Groveland Steven Gerard stated he provided a resolution at the last City Council Meeting and hoped it had been reviewed. He noted he was encouraged to provide the resolution to the Lake County Supervisor of Elections to add to the ballot.
