City of Groveland Minutes Tuesday, April 09, 2024 Recreation Advisory Committee Meeting The City of Groveland Recreation Advisory Committee (RAC) held a regularly scheduled meeting on Tuesday, April 09, 2024 in the Lake David Community Center located at 450 S. Lake Avenue, Groveland, FL 34736. Chair Joscelyn Campbell called the meeting to order at 5:31 p.m. with the following Members present: Vice-Chairperson Linda Cowels, Michael Gris, David Badillo, Frederick Wood, Charles Kenzig, Shana Martin, and School Board Member Representative Lashawn Irvin. City staff present were Parks & Community Services Director Mike Walker and Recording secrelalyAdminsralve Assistant Vanessa Boodhoo. Excused Absence: Committee Member David Bergstein. CONSENT AGENDA Consideration of Approval: March 12, 2024 Recreation Advisory Committee (RAC) Meeting Minutes Motion: Committee Member Wood moved to approve the Consent Agenda; seconded by Vice-Chair Linda Cowels. Motion passed with all committee members present voting aye. PRESENTATIONS 2024 Calendar of Events Parks & Community Services Director Mike Walker referenced the Calendar of Events contained int the agenda packet. Mr. Walker provided an update as follows: Past Events Vietnam War Veterans Day: Mr. Walker requested Committee Member Badillo provide an Committee Member Badillo reported that he had many residents approach him to express the great job that was done fort this event. The City's Communications Department provided the Vietnam War Veterans Day Street banners, and a short video. Mr. Badillo stated it had meant a lot to the residents to see the day recognized and acknowledged. Easter Celebration & Egg Hunt Event was held on Saturday, March 30, 2024 from 10:30 Committee Member Kenzig attended the Easter Celebration and mentioned that the event had a big turnout, was well-coordinated, and the Parks staff did a great job. update on the Vietnam War Veterans Day. a.m. = 1:30 p.m. at Lake David Park. 1 APRIL 09, 2024 RECREATION ADVISORY COMMITTEE (RAC) MEETING MINUTES Chair Campbell stated the Easter Celebration & Egg Hunt Event was such a big event and itran smoothly. She noted it was nice to see the community and the kids have such a great time. Upcoming Events 2nd Friday Block Party will be held this Friday, April 12, 2024 from 5:00 p.m. - 9:00 p.m. at Arbor Day will be held on April 26, 2024 from 11:30 a.m. - 2:00 p.m. at Cherry Lake Park. The Youth Basketball opening ceremony will take place in the Nathaniel Community Gymnasium located at Hope International Church on Saturday, April 13, 2024. Lake David Park will be provided by Rob Nichols. OLD BUSINESS 1. Capital Improvement Plan (FY/24) packet and reported the following: Mr. Walker referenced the Capital Improvement spreadsheet contained in the agenda South Lake Regional Park-F PhaselA-Consiructionis: ninety-eight percent t(98%) complete. Roadways, parking lots, and clean fill has been brought in to cover athletic fields. PhaselA is scheduled to be complete within the next few weeks. Cherry Lake Park Phase 2 - Sitework, playground, and sidewalks is fifty percent (50%) complete. Playground structures to be completed by Monday or Tuesday of David Blanks Park Vision plan is fifty percent (50%) complete. Mr. Walker mentioned that a public meeting is scheduled for Saturday April 13, 2024 from 11:00 next week. Playground to be completed by the middle of May. a.m. - 1:00 p.m. 2. Recap- Ronald Sefton Gaffney Park Concept Plan- Mr. Walker provided a recap of the Ronald Sefton Gaffney Park Program Plan. He discussed the addition of a playground to the budget. As of now the park is an open space with a dog park. Mr. Walker mentioned adding a few enhancements to next year'sproposal. Committee Member Kenzig requested to have the angled parking lot changed to a ninety- degree angled parking sO that it is easier to park, versus having to maneuver past the parking lot to turn around to park. 2 APRIL 09, 2024 RECREATION ADVISORY COMMITTEE (RAC) MEETING MINUTES 3. David Blanks Park "Draft" Concept Plan Mr. Walker discussed the final draft of the concept plan and reviewed the changes that were made at the previous RAC Meeting. The Open House is scheduled for Saturday April Committee Member Kenzig mentioned he liked the changes that were made to the draft of the concept plan. He agreed with leaving the existing shelter to reduce costs. Vice-Chair Cowels agreed with Committee Member Kenzig. She felt this was a good idea 13, 2024 from 11:00 a.m. - 1:00 p.m. to leave the existing shade structures. REPORTS a. Elese Tomlin Community Center Vice-Chair Cowels stated the report was included in the agenda packet, however she noted that they had fifteen (15) students enrolled in the English for Speakers of other Languages (ESOL) class, with a waiting list for next module. The modules for the ESOL classes are Vice-Chair Cowels reported the Meals on Wheels clients increased along with the proximity being further and they need donations. Vice-Chair Cowels mentioned donations can be made online through the Anointed Community Services, International website. Vice-Chair Cowels shared the Summer Program students would be swimming with the Southlake Aquatics on Tuesdays and Thursdays. This is a nine-week program. Breakfast and fifteen (15) weeks long. lunch will be provided for a fee of fifty dollars ($50) b. Committee Reports Committee Member Kenzig Nothing to report at this time. The City of Mascotte Parks Coordinator had complemented Mr. Walker and the RAC, as she was amazed with the work the City of Groveland does with its events.
