REVISED City of Groveland Minutes City Council Meeting Tuesday, January 16, 2024 The Groveland City Council held a regularly scheduled meeting on Tuesday, January 16, 2024 in the E.L. Puryear Building located at 243 S. Lake Avenue, Groveland, FL 34736. Mayor Evelyn Wilson called the meeting to order at 7:01 p.m. with the following members present: Vice Mayor Mike Radzik, Council Members Barbara Gaines, Richard Skyzinski, and Dina Sweatt. Fish provided an overview. 3 JANUARY 16, 2024 CITY COUNCIL MEETING MINUTES Motion: Vice Mayor Radzik moved to approve Resolution 2024-7: FDEP SRF Construction Loan for WWW-35061 Not-to-Exceed $38,260,302; seconded by Council Member Skyzinski. Vice Mayor Radzik inquired about how the loan would be paid back. Finance Director Jo-Anne Drury reported it would be paid back with a combination of user fees and impact fees. She added that a consultant study was currently underway for water and sewer rates. Woodard & Curran completed a funding and initiative plan as well, to determine what portion of the project would be related to current users versus growth. Vice Mayor Radzik asked if anything would be serviced Council Member Gaines inquired if there was a downside to taking out a loan to complete the project. Mr. Fish reported the system is forty-five (45) years old. He stated he did not see a via ad valorem. Ms. Drury stated no. downside, as the wastewater treatment plant needs to be fixed. City Clerk Wright read the title for Resolution 2024-5 into the record. Public' Works & Transportation Director T.J. Fish provided an overview of this project. He reported that Resolution 2023-35 was previously approved by the City Council in June 2023, however, it was not approved by Lake County Board of County Commissioners due to minor concerns that have since been resolved. Resolution 2024-5 approves the roadway transfer agreement and repeals Resolution 2023-35. The first step is approval of Resolution 2024-5 and then forward to Lake County Board of County Commissioners for consideration of approval. Once approved, the Vice Mayor Radzik inquired as to how the agreement affects the donut area which is not a part of the development. Mr. Fish stated the City of Groveland had filed an official impact fee project Vice Mayor Radzik inquired if we had found out who the owners were. Mr. Fish reported there were two (2) property owners he was aware of. Mr. Fish stated staff was Vice Mayor Radzik inquired regarding the red light on Montevista Road. Mr. Fish reported Montevista Road and S.R. 50 have been approved by FDOT for a signal light. He stated he would Council Member Skyzinski asked for confirmation that details of the Max Hooks Road improvements were not included in Resolution 2024-05. However, were included in the actual agreement that the right of way improvement is only a segway of Max Hooks Road. It does not ifthey choose. taking the lead on this with the County to secure impact funding. provide the construction date as soon as it was received. include north of State Road 50. Public Comment Mark Lacek referenced the donut hole in the middle of Cypress Creek Preserve. He asked if Richmond would need to rework the plan and bring it back before Council again, due to the donut hole and Max Hooks Road not being represented properly. Mr. Lasik felt Resolution 2024-5 should be re- worded. Motion passed with all Council Members present voting aye. PUBLIC COMMENT Jennifer Eastridge stated she was asked by residents to conduct research on payroll for City of Groveland employees, as an employee was said to have made two hundred and sixty-four thousand dollars ($264,000). Ms. Eastridge provided an overview with a comparison to the City of Clermont. She mentioned funds would be better served on first responders' salaries and overtime. Ms. Eastridge requested that effective immediately all salaries of non-first responders Banks Helfrich stated that he owns an independent sustainability farm. The farm is open to the public the second Sunday of each month. Currently, there is a medicinal herb class and food foraging class. On February 2nd chefs would be forging for a farm to palette experience. Preya Dharampual expressed her concerns regarding Groveland Auto's property line stating the City of Groveland owns ten feet (10) into her building. Ms. Dharampual stated she had previously spoken with City Manager Hein and the zoning department. She requested this item be placed on an upcoming city council meeting agenda to find a solution. City Manager Hein reported Community & Economic Development Director Tim Maslow had provided files for his review above seventy thousand dollars ($70,000) be frozen. 5 JANUARY 16, 2024 CITY COUNCIL MEETING MINUTES today. The dispute was that owners were interested in selling the property. Staff recommended the City does not give the property away. An offer was made at the appraised value of the property. Vice Mayor Radzik requested that City Manager Hein work with the applicant and ifa solution has not been reached bring it to a council meeting. Mayor Wilson felt City Manager Hein, Justin Florence expressed his concerns regarding road improvements. He felt there were potholes and areas of roads that needed to be repaired. Mr. Florence stated the traffic light on SR 50 by Crittenden Road takes too long, and that there are safety concerns as well. He inquired if Nichole Liepe stated she felt Crittenden Road was a dangerous road. She asked for a response to the community's daily concerns. Vice Mayor Radzik stated she could speak with her Council representative for her district. He offered to provide her with his City business card and also City Manager Hein attempted to explain the call to the public is where residents could express their concerns or approval. However, he was interrupted and conversation was cut off by the Council Member Gaines requested that Mayor Wilson explain the rules for the public comment portion of the meeting. Mayor Wilson stated it was an open forum to express their feelings. She noted the public has access to city staff, council members, and all meetings/workshops. Vice Mayor Radzik noted that Mayor Wilson regularly provides MPO updates during the Council Amanda Van Niekcuk felt that grievances were not being addressed. She felt that residents Mr. Maslow, and the auto repair shop needed to discuss this item. there would be improvements to the roads. offered to speak with residents. individual making public comment. Reports portion of the Council Meetings. were becoming more and more frustrated with not receiving answers. REPORTS Council Member Skyzinski Nothing to report at this time. Vice Mayor Radzik Legislative reports a series of issues being brought to Tallahassee. There are several proposed amendments to ad valorem exemptions. This would put pressure on the millage rate, possibly. Vice Mayor Radzik encouraged everyone to contact Tallahassee. Noted Homeowners Associations (HOA) are only required to the fifteen percent (15%) donation if managed by not-for-profit. Council Member Gaines December- attended meeting with small businesses regarding acquisition with the federal government, marketing, and branding. 6 JANUARY 16, 2024 CITY COUNCIL MEETING MINUTES January - attended the City of Groveland's first gun safety class. The class is open tot the community once a month. January 12th - attended the CRA Retreat. Attended the LEAD and Lake 10- Economic Playbook Event Attended the 2nd Friday Farmers Market, along with the Martin Luther King, Jr. Day Economic Development staff will be speaking with small businesses to see how the Event City can assist them. Council Member Sweatt January 10th. - attended the LEAD and Lake 100 Economic Playbook Event January 11th-a attended the Montevista Community Outreach January 12th - attended the CRA Retreat January 12th- attended the 2nd Friday Farmers Market and the Martin Luther King, Jr. Day Event Mayor Wilson Mayor Wilson discussed items that were mentioned during the Council Meeting. She noted that she is the Lake-Sumter MPO representative for the City of Groveland. Mayor Wilson noted that the MPO discusses roads, trains, right-of-ways, etc. She reported that since 2009 the City has been working on the State Road (S.R.) 50 Realignment Project. In two (2) weeks Mayor Wilson will be going to Tallahassee to speak with representative issues and MPO needs. She reported the S.R. 50 Realignment P(project, the turn pike, US 19, Wilson Lake Parkway, Villa City Road, Highway 27 and traffic light issues/traffic speeding in developments have and are still being discussed for solutions. Mayor Wilson stated all ofthese items are being discussed and residents' voices are heard. She said that everyone is frustrated and the City has been working very hard to address these concerns. Mayor January 10th, - attended the LEAD and Lake 100 Economic Playbook Event Attended the Keep Lake Beautiful Meeting. Mayor Wilson invited everyone to attend Keep Lake Beautiful Groveland & Mascotte Community Clean Up and Waste Tire. Amnesty Event that will take place Saturday, January 27th form 9 a.m. - 12 p.m. at the Downtown Festival Park, 117 N. Main Avenue, Groveland, FL 34736. She provided flyers for the event. Mayor Wilson asked the Council for their availability for Habitat for Humanity. Vice Mayor Radzik stated he was available February 3rd and 24th.
