City of Groveland Minutes City Council Meeting Monday, May 20, 2024 The Groveland City Council held a regularly scheduled meeting on Monday, May 20, 2024 in the E.L. Puryear Building located at 243S. Lake Avenue, Groveland, FL3 34736. Mayor Evelyn Wilson called the meeting to order at 7:00 p.m. with the following members present: Vice Mayor Mike Radzik, Council Members Barbara Gaines and Richard Skyzinski. City officials present were City Manager Mike Hein, City Clerk Virginia Wright, Sergeant-At-Arms Deputy Chief Armando Loney and City Attorney Anita Geraci-Carver. Council Member Sweatt had an excused absence. As an alternate option the public was provided the opportunity to attend the May 20, 2024 City Council Meeting virtually in listen/watch mode only. A public notice with instructions to participate was posted to the City's website under' "public notices" at www.groveland-l.goy, and int the display board at City Hall. OPENING CEREMONIES a. Resolution 2024-55: Approving to execute the sole source contract with Airvac A resolution of the City Council of the City of Groveland, Florida, approving the valve upgrade and breather installation proposal for monitoring dated March 8, 2024, from Airvac, Inc. and addendum thereto relating to a wireless monitoring system fort the City's vacuum sewer collection system; authorizing the City Manager or designee to execute any necessary documents for purchase and installation; providing for an effective date. Resolution 2024-55 authorizes the execution of a sole source contract with Airvac, Inc., to install wireless monitoring equipment on 239 sewer vacuum pits within the Waterside Pointe neighborhood, which has a sandy geology that resulted in the system now maintained by the City. The project cost is budgeted and totals approximately $502,000 to be paid via wastewater user rates. E.F Resolution 2024-56: Amendment 1 to SRF Loan Agreement DW350621. Ar resolution of the City Council of the City of Groveland, Florida, approving Amendment 1 to loan agreement DW350621 for the Drinking Water State Revolving Agreement to reschedule loan repayment activities to allow the City additional time to complete construction and to add language to the loan agreement to comply with federal law; authorizing the Mayor to execute the amendment; providing for conflicts, Resolution 2024-56 approves an amendment to a loan agreement with the Florida Department of Environmental Protection (FDEP). The agreement pertains to the Drinking Water State Revolving Fund Loan for construction of Project DW35062. The loan agreement provides construction funding for two projects that have already been designed: (1) the Water Main Replacement Project, Phase 3, for the areas around Magnolia Street and Beech Street and (2) the Automated Meter Infrastructure Project toreplace approximately 5,000 older potable water and irrigation meters and to add wireless meter-reading technology. This amendment extends the timeframe for construction, thus providing the City with additional time to complete construction. The budgeted projects are being funded by low-interest loans at 2.35 percent to be repaid Fund Construction Loan severability, and effective date. via user rates. City Clerk Wright read the titles for Resolution 2024-55 and Resolution 2024-56 into the record. Motion: Vice Mayor Radzik moved to approve the Consent Agenda; seconded by Council Member Skyzinski. Public Comment: None. Motion passed with all Council Members present voting aye. OLD BUSINESS None. NEW BUSINESS 1. Selection of Planning & Zoning Board Member to fill an unexpired term beginning Vice Mayor Radzik reported that Stephen Shylkofski scored a cumulative total of one hundred and fourteen points (114), and Justin Allender had scored a cumulative total of eighty-seven (87) points. Vice Mayor Radzik stated even if an additional five (5) maximum points were added to Mr. June 1, 2024 ending January 31, 2025 2 MAY 20, 2024 CITY COUNCIL MEETING MINUTES Allender's score, it would not make a difference as it would not equal or exceed Mr. Shylkofski's cumulative total of 114 points. Motion: Vice Mayor Radzik moved to appoint Stephen Shylkofski to serve on the Planning & Zoning Board to fill an unexpired term beginning June 1, 2024 ending January 31, 2025; seconded by Council Member Skyzinski. Public Comment: Raul Rodriguez stated he felt there was negative feedback from Mayor Wilson as she had responded to Mr. Rodriguez's email on her ranking form regarding his request to withdraw his application and references he made contained in the email. Mr. Rodriguez requested that thei information be removed from the record. Jennifer Eastridge stated she was concerned about the comments made Mayor Wilson stated she received applications to rank and responded to Mr. Rodriguez's comments. Vice Mayor Radzik stated he did not see the comment City Manager Hein reported that it was customary for the Clerk to reach out to previous applicants should a committee or board position become available within a year of the application. Mr. Rodriguez responded with his desire not to be considered for the vacant position. All responses were provided to Council and Mayor Wilson included her comments regarding Mr. Rodriguez's comments regarding Raul Rodriguez in the agenda. and asked City Manager Hein for clarification. in her rankings. Motion passed with all Council Members present voting aye. PUBLIC COMMENT Banks Helfrich stated he opens his farm the second Sunday of each month to provide a tour of Jennifer Eastridge stated she invited all Council Members to attend an HOA Meeting and needed the farm. clarification as to who would be attending. Council Member Gaines reported City Attorney Geraci-Carver had previously advised that ifa any City business was to be discussed at the HOA meeting, then Council Members Mayor Wilson stated she would need to receive questions in advance before committing to attending the HOA meeting due to Sunshine Law limitations. Mayor Wilson clarified that should not attend as it violates the Sunshine Laws. nothing the Council would need to vote on could be discussed. 3 MAY 20, 2024 CITY COUNCIL MEETING MINUTES Vice Mayor Radzik stated he offered to come out individually and speak with residents. However, he did not recall agreeing to meet with the HOA as a group. After reviewing the email sent by Jennifer Eastridge, he felt there were items being asked that would violate Sunshine Laws. Keith Keogh thanked staff for providing more detailed descriptions of the agenda items listed on the agenda. However, he asked that a cap or not to exceed amount be included ini the description when the item was a loan. Although a not to exceed amount was included in the agenda packet for agenda item E, he would have liked to have had this information in the description as well.
