City of Groveland Minutes City Council Meeting Monday, April 15, 2024 The Groveland City Council held a regularly scheduled meeting on Monday, April 15, 2024 in the E.L. Puryear Building located at 243S.Lake Avenue, Groveland, FL 34736. Mayor Evelyn Wilson called the meeting to order at 7:06 p.m. with the following members present: Vice Mayor Mike Radzik, Council Members Richard Skyzinski, and Dina Sweatt. City officials present were City Manager Mike Hein, City Clerk Virginia Wright, Sergeant-At-Arms Chief Shawn Ramsey and City Attorney Anita Geraci-Carver. Council Member Barbara Gaines had an excused absence. As an alternate option the public was provided the opportunity to attend the April 15, 2024 City Council Meeting virtually in listen/watch mode only. A public notice with instructions to participate was posted to the City's website under "public notices" at www.groveland-f.gv. and in the display board at City Hall. OPENING CEREMONIES a. A request to annex Hub Steel within the city limits of Groveland. C. Woodard & Curran Briefing on Missed Water Sample and Requirements of Florida Department of Environmental Protection Glen Burden/Manager Operations & Management with Woodard & Curran reported there was a misstep on Woodard & Currans part. A quarterly water sample was not conducted. He noted that the individual that was supposed to take the sample inadvertently missed the correct date the sample was to be taken. Mr. Burden apologized for the error. He reported that there were no issues with the City's water. The next testing is to take place May 8th through May 14th. A notice will be published Vice Mayor Radzik stated Woodard & Curran had done a fantastic job. The oversight was hopefullyjustt that. The policies and procedures in place should prevent the mistake City Manager Hein reported there was no required action from Council or for the public. Staffwould continue to communicate with Woodard & Curran. Communications Director in June that will contain frequently asked questions. from happening again. Mr. Burden stated measures were in place. Jennifer Clutts will notify the public accordingly. 4 APRIL 15, 2024 CITY COUNCIL MEETING MINUTES Public Comment: None PUBLIC COMMENT Jennifer Eastridge noted in the last Mayor's report the Mayor stated she offered to meet with Ms. Eastnagescommunly. Ms. Eastridge invited Mayor Wilson and all council members to attend an her subdivision HOA meeting that would be held on May 29th at 7:00 p.m. in the City's Public Safety Complex. Ms. Eastridge stated she would provide any questions from the HOA to Council Ms. Eastridge read into the record: "We believe in an open responsive government that abides by the highest ethical standards and operates as a careful steward of the human, fiscal, and natural resources of our city." She stated this is a snippet of Groveland's preamble. Ms. Eastridge felt personal opinions on resolutions, votes, and agendas at previous meetings were unethical. Steven Sidlorsky representing Citizens for Life & Peace, stated he is a pro-life speaker. Mr. Sidlorsky shared bible reading Psalm 78. He provided council members present a pro-life resolution and a bookmark. Mr. Sidlorsky requested that the resolution be placed on an upcoming Sandra Cummings stated she lived in the Crestridge subdivision in which vehicles were speeding Kristin Nelson stated she was in favor of pro-life. Ms. Nelson shared scripture verses. She requested the resolution Mr. Sidlorsky provided to Council be placed on an upcoming agenda for in advance of the meeting. Attended the City's Friday Block Party event. 5 APRIL 15, 2024 CITY COUNCIL MEETING MINUTES Will be attending the FDOT event Friday, April 19th, commemorating the Vice Mayor Radzik thanked Finance staff and Jim Foran/IT Director for the workshop regarding the budget amendment, and IT assessmenthneeds. April 3rd- Attended Lake League of Cities Legislative Wrap-Up Meeting. Attended the South Lake Junior Women's Club to work on scholarships meant for local women. Mayor Wilson stated she was disheartened that no applications had been received from students attending South Lake High School. April 6th- Attended the community market held at the Festival Park weekly. April 10th - Attended the Keep Lake Beautiful (KLB) Meeting. Representatives of KLB were very surprised and pleased with the City's January clean-up event. Attended the ribbon cutting ceremony for the new food truck "A Taste of Louisiana." Mayor Wilson stated referenced the Welcome to Lake County magazine noting Mayor Wilson was happy to share an article about Council Member Gaines that was published in the April 2024 Lake & Sumter Style magazine, page 22. This Friday will be attending the State Road 50 Realignment Celebration,and a ribbon cutting ceremony for a new business in downtown Groveland. advancement of the State Road 50/33 Realignment Project. This coming Friday would be meeting with a new resident. Mayor Wilson. Attended ribbon cutting ceremony for Liquor Land. Attended the Find, Feed, and Restore presentation. Attended the City's Friday Block Party event. there was an article about the City on page 31. Vice Mayor Radzik referenced the City's strategic plan noting that one of the core values was "Heart."! He complimented Mayor Wilson stating she has heart, and that it shows in everything she does. City Manager Hein Nothing to report at this time.
