Roll Call Mayor Johnson called to order a meeting of the Board of Trustees at 8:00 p.m. Those present were Mayor Donna Johnson, Village Trustees Scott Adams, Pete Garrity, Matthew Hickey, Matthew Krummick, Casey Rooney, and Jim Connell. Also in attendance were Village Attorney Mayor Johnson opened the meeting by asking all in attendance toi take a moment of silence to honor fallen firefighters. In Springfield today, fallen firefighters of Illinois were honored. The Mayor continued that nationally, fallen police officers were honored today. Mayor Johnson asked that all present take a moment to honor all those locally who serve the community as police Hart Passman and Clerk Margaret Clark. officers. - Employee Recognition The Board of Trustees honored Russell Bartholomew who has served with the Libertyville Fire Department for 25 Years. Russ Bartholomew was hired by the Village of Libertyville as a Firefighter/Paramedic on April 19, 1999. He was promoted to Lieutenant on December 31, 2019. Russ has been an integral member of the Fire Department, having served in many roles during his 25 years with the LFD. One role that stands out is his long-time affiliation with the department's public education team. He has led the team with educating students in our grade schools as well as educating our senior population in fire and medical related safety topics. Russ is also a member oft the MABAS Division 4 Side Scan Sonar Team, responsible for search, rescue, and recovery incidents that take place in the water. We congratulate Russ on his 25-year anniversary with the Libertyville Fire Department and the Village of Libertyville. Dr. Mohammad Bhawani of 1423 Plumwood Drive, Libertyville, came to speak on a grim condition int the world. He shared his experience of leaving his birth country of Pakistan in 1980. During his travels over he was offered ham and another passenger told him not to eat it. Dr. Bhawani was not familiar with pork or ham at the time. This was a Jewish couple who were looking out for him. He believes that if this couple were here today, they would probably agree with him on the call for a cease fire. There have been too many lives lost on both sides - Israeli and Palestinian. He is a physician and was taught first do no harm; politicians should do the same. When he is faced with ac difficult patient, he sends them to get a different approach. These governments need a different approach, he said; nothing is working right now. Palestine does not have schools, there are fewer children and teachers. He asked that we all ask for forgiveness and ask for a way that is helpful to Pastor Ben Squires of 1098 Fuller Road Gurnee IL came to ask to pass a resolution to call for an immediate and permanent ceasefire in Palestine. As a Christians he has seen Christians and churches and holy places have been eliminated. He acknowledged that the church has been on the wrong side many times; that is why he speaks today. He condemned Hamas, called for the release of hostages and for a ceasefire sO that a peaceful solution can be found. He asked: what does it matter if Libertyville called for this? In the early days of the Holocaust, many did not feel it was the US's role to intervene in how Germans were treated. That was a wrong decision. He said this is our chance to make a different choice. He said we should let our voices be heard and be on the right side of history. Phase 2 of the audit recommended replacing components in the filter room and bath house at the Adler swimming pool tor modernize the facility. This included a pool filter, bath house boiler, thermomechanical valves, shower valves and drop slide pipe repairs. Stuckey Construction Co. was the low bidder and the contract was awarded in the amount of $498,000 with the passage of Resolution 23-R-195 on recommended Village Board approval. This addressed additional repairs related to frozen/seized pipes, toilets, valves, pumps, and other water fixtures in the bathhouse identified Additional repairs were noted after the change order. The bath house toilet valves were warped, extensive cracks in the drop slide pipe were found and some concrete deck repairs exposed unforeseen electrical conduit, requiring repairs. The invoices for this work total $20,104. Staff recommends Change Order No. 2 in the not-to-exceed amount of $25,000 for the already repaired work and any additional miscellaneous repairs that are necessary to be completed before the pool opening. The new contract amount will be $548,000. Aconfirming Resolution is necessary because the work began in early May and was necessary to ensure that pool opens as scheduled. Sufficient funds are available in the Fiscal Year 2024/25 Annual Budget, Park Improvement Fund because the proposed new pool play feature will not be implemented at this time because the project scope and costs need to be refined and other projects are under budget.
